The Broome County IDA/LDC (The Agency) is seeking "REQUEST FOR QUALIFICATIONS" from any interested and qualified firms to prepare a Master Facilities Plan and Redevelopment Strategy for the Huron Campus located at 1701 North Street in Endicott, New York.

THE AGENCY RESERVES THE RIGHT TO AWARD MORE THAN ONE CONTRACT
UNDER THIS SOLICITATION
The Huron Campus, located at 1701 North Street, Endicott, New York, offers significant opportunities for adaptive reuse, modernization, and strategic redevelopment to meet the needs of 21st-century industry. The approx.138-acre Huron Campus consists of multiple buildings of varying age, size, and condition, with extensive utility infrastructure, rail and road access. It includes both active tenant spaces and vacant areas with redevelopment potential. Detailed property data, maps, and building inventories will be provided to the selected consultant. The selected consultant will be responsible for preparing a comprehensive Master Facilities Plan and Redevelopment Strategy. The plan will serve as a practical, phased roadmap for modernizing, repurposing, and marketing the Huron Campus. The General Scope of Work can include but is not limited to (1) Existing Conditions Assessment, (2) Market & Feasibility Analysis (3) Stakeholder Engagement (4) Master Facilities Plan Development and (5) Implementation Strategy. The Agency may choose to select more than one qualified firm based on but not limited to assessment in the following areas: (A) specialized experience, (B) capacity and capability of the firm to perform the work, (C) past record of performance. A full list of the selection criteria and proposal requirements can be found in the RFQ.
All work must be performed under the direction and supervision of a Professional Engineer or Architect (or other licensed professional, as required by law), registered to practice in the State of New York. The licensed professional should be aware that The Agency has specific professional liability insurance requirements for professional services.

All responses should be addressed to and received by Amy Williamson no later than 5:00 PM. local time, Friday September 26, 2025. Proposals must be received no later than the deadline stated herein to be considered for selection. The Agency will conduct a screening of all qualified submittals. The screening will identify the respondents who, at The Agency's discretion, best meets the selection criteria stated in the RFQ and the objectives of the study. The Agency reserves the right to reject any or all submittals and to change or add to the selection criteria at any time during the screening process. The Agency assumes no obligations, responsibilities, or liabilities to reimburse all, or part of the cost incurred by parties considering a response to and/or responding to this RFQ. All such costs shall be borne solely by each consultant and its team. The Agency reserves the right to cancel, withdraw, postpone, or extend this RFQ in whole or in part at any time prior to execution of a definitive agreement by The Agency without incurring any obligations or liabilities.
