TIME-CRITICAL REMOVAL ACTION (TCRA) FOR TREATMENT OF PER- AND POLYFLUOROALKYL SUBSTANCES (PFAS) IN GROUNDWATER AT FORT LEE, VIRGINIA
PUBLIC NOTICE
The U.S. Army is distributing this public notice to inform the community that the Administrative Record for Fort Lee's TCRA is available for public review. The Action Memorandum, dated March 2025, documents the Army decision to undertake an action to treat PFAS-impacted groundwater from the Former Fire Training Area near the southern Installation boundary.
What is a TCRA?
TCRAs are performed when it is determined that a removal action is necessary to protect human health and the environment from releases or threatened releases of hazardous substances, pollutants, or contaminants and the removal action is required to begin expeditiously. The TCRA will be conducted by the Army in accordance with requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, 42 U.S.C. §§ 9601-9675), as implemented by the National Contingency Plan (NCP, 40 CFR § 300.430) and Department of Defense Instruction (DoDI) 4715.18, Emerging Contaminants.
Description of the Proposed TCRA
The Army is performing the TCRA in response to the presence of PFAS in groundwater from historical operations at the Former Fire Training Area on Fort Lee. The TCRA will be implemented along the southern boundary of the installation to address PFAS in groundwater and to mitigate any potential migration of PFAS-contaminated groundwater off base.
This action will entail the installation of a permeable reactive barrier (PRB). The PBR will be created through the injection of colloidal activated carbon (CAC) into the subsurface at specified points along the southern installation boundary. The PRB will act as an active treatment barrier where PFAS is captured by the CAC as groundwater flows through the PRB.
It is estimated that the removal action will take six (6) months to complete. The selected removal action is protective of human health and the environment and satisfies federal and State requirements that are applicable or relevant and appropriate to this TCRA.
The TCRA Process
The process for a TCRA is to:
Prepare an Action Memorandum to document the removal action decision;Inform the community of the TCRA (at minimum, the immediately affected citizens, state, and local officials);Publish a public notice of availability for the Administrative Record file, established pursuant to the NCP [40 CFR §300.820(b)(1)], in a major newspaper within sixty (60) days of initiating the on-site removal activity;Provide a public comment period of not less than thirty (30) days from the time the Administrative Record file is available for public inspection pursuant to the NCP [40 CFR §300.820(b)(2)]; andPrepare a written response to significant public comments submitted during the public comment period and include these responses in the Administrative Record file pursuant to the NCP [40 CFR §300.820(b)(3)].

This notice provides the public with an opportunity to offer comments on the Action Memorandum, which documents the Army decision to undertake TCRA for the treatment of elevated PFAS concentrations in groundwater at the Former Fire Training Area near the Installation boundary.
