TOWNSHIP OF HANOVER PLANNING BOARD RE-ORGANIZATION PUBLIC NOTICE OF DECISIONS JANUARY 13, 2026 NOTICE IS HEREBY GIVEN THAT THE PLANNING BOARD OF THE TOWNSHIP OF HANOVER, COUNTY OF MORRIS, STATE OF NEW JERSEY HELD A REGULARLY SCHEDULED RE- ORGANIZATION MEETING ON, TUESDAY, JANUARY 13, 2026, AT THE MUNICIPAL BUILDING LOCATED AT 1000 ROUTE 10 WEST AND NORTH JEFFERSON ROAD, WHIPPANY, NEW JERSEY, IN SAID TOWNSHIP AND THE FOLLOWING FORMAL ACTION WAS TAKEN. THE RESOLUTIONS HAVE BEEN FILED IN THE LAND USE OFFICE AND ARE AVAILABLE FOR INSPECTION Please TAKE NOTE that the Planning Board held a Re-Organization Meeting on January 13, 2026, at the meeting Michael Critchley was elected Chairman and Robert Deehan was elected Vice-Chairman for the 2026 term. RESOLUTIONS MEMORIALIZED RESOLUTIONS OF THE PLANNING BOARD OF THE TOWNSHIP OF HANOVER APPOINTING AND RETAINING BOARD ATTORNEY WHEREAS, the Municipal Land Use Law, N.J.S.A. 40:55D-24, provides that the Board may employ legal counsel, experts, and staff as it may deem necessary, not exceeding, the amount appropriated by the governing body for its use; and WHEREAS, the Board has determined it has the need to retain an attorney to provide legal services including, but not limited to advice and consultation, attendance at meetings, preparation of documents and representation of the Board in suits and other proceedings and other services as may be required from time to time; and WHEREAS, the appointment of the attorney may be made without public bidding as an exception to the bidding requirements of the Local Public Contracts Law, as provided in N.J.S.A. 40A:11-5(1)(a)(i) as a professional service because legal services are rendered by persons authorized by law to practice their recognized profession, whose practice is registered by law and because such services are of a qualitative nature which will not reasonably permit the drawing of specifications or the receipt of competitive bid. NOW, THEREFORE, BE IT RESOLVED by the Planning Board of the Township of Hanover that it does hereby appoint Michael D. Sullivan, Esq. and the firm of Stickel, Koenig, Sullivan and Drill to serve as Planning Board Attorney from January 1, 2026, to December 31, 2026, or until a successor is appointed; and BE IT FURTHER RESOLVED that the officers of the Planning Board are hereby authorized and directed to sign an Agreement in connection with such services, which agreement shall be on file with the Township Clerk; and BE IT FURTHER RESOLVED that the Secretary of the Board is hereby directed to cause to be printed once, in an official newspaper of the municipality, a brief notice stating the nature, duration, service and amount of the contract, and that the resolution and the contract are on file and available for public inspection in the office of the Township Clerk. Yearly Retainer $16,000.00 OFFICIAL NEWSPAPERS NOW, THEREFORE, BE IT RESOLVED that the MORRIS COUNTY DAILY RECORD, a daily publication, the HANOVER EAGLE, a weekly publication, and THE STAR LEDGER, a daily publication be designated as the official newspapers of the Planning Board for the year 2026. APPOINTING AND RETAINING BOARD SECRETARY WHEREAS, the Municipal Land Use Law, N.J.S.A. 40:55D-24, provides that the Board may employ legal counsel, experts and staff as it may deem necessary, not exceeding, the amount appropriated by the governing body for its use; and WHEREAS, the Board has determined it has the need to retain the current Board Secretary, Kimberly A. Bongiorno, LUA, for the calendar year 2026. NOW, THEREFORE, BE IT RESOLVED by the Planning Board of the Township of Hanover that it does hereby appoints Kimberly A. Bongiorno, LUA as Board Secretary to serve from January 1, 2026, to December 31, 2026. ADOPTING YEARLY MEETING SCHEDULE NOW, THEREFORE, BE IT RESOLVED, that for the year 2026 the regular meetings of the Planning Board of the TOWNSHIP OF HANOVER be held on the second, third and fourth Tuesday of each month in accordance with the attached 2026 annual notice of meetings at the MUNICIPAL BUILDING, , 1000 ROUTE 10 AND NORTH JEFFERSON ROAD, WHIPPANY, NEW JERSEY, in said Township. In the event the board's agenda is limited to administrative duties, including but not limited to adoption of minutes, resolutions, Informal Work Sessions, concept plans, and review of ordinances, SUCH MEETINGS MAY BE HELD REMOTELY VIA ZOOM. NOW, THEREFORE, BE IT RESOLVED by the Planning Board of the Township of Hanover that Blais Brancheau Township Planner or Gerardo Maceira Township Engineer or Kimberly A.
