VILLAGE OF CORNWALL-ON-HUDSON BID NOTICE
Receipt of Bids: Separate sealed bids on forms prepared by the Engineer will be received by the Village of Cornwall-on-Hudson until 3:00 p.m. on Thursday, October 23, 2025 for the Village of Cornwall-on-Hudson Maple Street Water Main Replacement in accordance with Drawings, Specifications, and other Contract Documents prepared by Pitingaro & Doetsch Consulting Engineers P.C.
The project consists of the following:
Coordination with the Village of Cornwall-on-Hudson Mayor and/or his designatee.
Installation of water mains, valves, and appurtenances as follows:
Furnish and Install 1770 Linear Feet of 10-Inch Ductile Iron Pipe (DIP) Water Main.Connect the forty-three (43) house services to the proposed 10-Inch DIP.Furnish and install and 8" x 8" x 10" tee and three isolation valves at the intersection of the proposed 10" water main on Maple Street and the existing 8" water main on Willow Avenue.Furnish and install an 8" insertion valve on Willow Avenue as shown on the PlansFurnish and install a 10" tee, three isolation valves, and a 10" x 6" reducer at the intersection of the proposed 10" water main on Maple Street and the existing 6" water main on Canterbury Avenue.Furnish and install 20 LF of 10" DIP, an 8" 90 degree elbow, a 10" x 8" reducer, a 10" x 6" reducer, and a 6" insertion valve on Laurel Avenue.Furnish and install two (2) fire hydrants as shown on the Plans.Furnish and install storm drainage system components as shown on the Plans.Demolish the existing fire hydrant after the two proposed hydrants are placed online and in service as shown on the Plans.
The Contractor shall provide all labor, supervision, materials, equipment, tools, utilities, and incidentals necessary to complete the Work as specified in the Technical Specifications and as shown on the Plans.
This work includes excavation, bracing and support of adjoining ground or structures where necessary, handling all drainage and groundwater conditions, protection from damage of all existing utilities, replacing all damaged drain, sewer and waterlines or other damaged services or structures, traffic maintenance and safety, guarding the site, unloading, hauling, distributing and laying pipes, cleaning up the site, testing the waterlines for pressure and leakage, disinfecting waterlines and maintaining the streets and other surfaces over the trenches.
Pre-Bid Meeting will be held at 11:00 a.m. on October 2, 2025 at the project site in the vicinity of 99 Willow Avenue, Cornwall, NY 12518.
Bids will be publicly opened and read aloud at 3:00 p.m. on Thursday, October 23, 2025 at the Village Hall, 325 Hudson Street, Cornwall-on-Hudson, NY 12520.
The information for Bidders, Drawings, Specifications and other Contract Documents may be reviewed at the Office of Pitingaro & Doetsch Consulting Engineers P.C., 20 Industrial Drive, Middletown, NY 10941 and may be obtained at Pitingaro & Doetsch Consulting Engineers P.C. upon payment of $100.00 per set in favor of Pitingaro & Doetsch Consulting Engineers P.C. If documents are requested by mail, provide your Federal Express/UPS number or add $50.00 per set. The check shall be drawn payable to Pitingaro & Doetsch Consulting Engineers P.C. and mailed via first class mail to 20 Industrial Drive, Middletown, NY, 10941---- OR --- these documents may be sent electronically for $25.00 upon an email request to Linda Kump at lkump@panddengineers.com. 24 Hour Notice Required For Printed Copies.
Each bid shall be accompanied by an acceptable form of Bid Guarantee in an amount equal to at least 5% of the amount of the Bid, payable to the Village of Cornwall-on-Hudson as a guarantee that if the Bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Payment Bonds within ten (10) days after the award of the Contract.
OWNERS RIGHTS RESERVED
The Village of Cornwall-on-Hudson hereinafter called the Owner, reserves the right to reject any or all Bids and to waive any formality or technicality in any Bid in the interest of the Owner.
STATEMENT OF NON-COLLUSION
Bidders are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.
Attention of bidders is particularly called to the requirements relating to conditions of employment to be observed and minimum wage rates to be paid under the contract, Segregated Facilities, Section 109, and Executive Order 11246. Bidders are also required to comply with the provisions of Sections 291-299 of the Executive Law of the State of New York and all other applicable laws and regulations.
The Village of Cornwall-on-Hudson hereby notifies all bidders that it will affirmatively insure that in regard to any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award.
