ADVERTISEMENT FOR BID
Separate sealed bids for the construction of the Nubble Road Phase VII Improvement Project will be received by at the York Water District's Office at 86 Woodbridge Road, York, Maine 03909 until 9:00 AM, local time, June 4, 2026; and then publicly opened and read aloud at the York Water District Office. The work includes, but is not limited to, approximately 1,050 linear feet of 6, 8 and 10-inch diameter water main replacement, water services, fire hydrants and connections as necessary. All water main piping, valves, appurtenances, and pipe testing will be furnished by the York Water District. All sand bedding, backfill and replacement gravel will be supplied by the Contractor.
Work related to drainage improvements are being coordinated with the York Department of Public Works (YDPW). The YDPW may solicit unit prices from the York Water District selected contractor for completion of the drainage improvements. All work associated with road reconstruction, widening, curbing and sidewalk installation will be completed by the York Department of Public Works under a separate contract.
Pavement saw cutting, removal and disposal for the water main replacement shall be completed by the Contractor per the York Water District Standard Pipe Trench Detail with the exception that pavement replacement is not required as part of this contract. The Contractor shall be responsible for preparing, rough grading and compacting the utility trench backfill to a surface acceptable by the District.
The York Water District crew will install all main isolation valves and temporary water services to all homes affected by the project in advance of the construction.
Nubble Road will be closed daily to the public throughout the duration of the construction project, however access to residents and emergency vehicles must always be maintained. A permanent detour route, approved by York Police, will be set up in advance of the project by the York Water District and York Dept. of Public Works. A copy of the detour plan will be provided to the Contractor that shows the permanent construction signs to be supplied, installed and maintained by others and should not be included in the Contractor's bid. The Contractor will be responsible for providing all necessary signage, cones, barrels, flashing arrows for a safe day to day work zone only, all of which must be in conformity with the latest edition of D.O.T. Part VI of the Manual of Uniform Traffic Control Devices (MUTCD).
Bidding Documents may be obtained electronically from Tata & Howard, Inc. by contacting jcarroll@tataandhoward.com. Partial sets of Bidding Documents will not be available from the Issuing Office. Failure to acknowledge addenda issued during bidding shall designate a bid as non-responsive.
The contract documents, consisting of Advertisement for bids, Information for bidders, Bid, Bid Bond (5%), Agreement, Payment Bond, Performance Bond, Notice of Award, Notice to Proceed, Change Order, General Conditions, Supplementary Conditions, Drawings, Specifications, and Addenda, may be examined at the following location: York Water District, 86 Woodbridge Road, York, Maine.
Each bid shall be accompanied by a bid security in the amount of not less than 5 percent of the bid price and in the form described in the Information for Bidders. No bidder may withdraw their bid within 60 days, Saturdays, Sundays, and legal holidays excluded after the actual date of the opening thereof unless released by the owner. A performance and payment bond each in the amount of 100 percent of the contract price will be required in the form described in the Information for Bidders.
The successful bidder must furnish a complete list of sub-bidders, if requested by the Owner. The successful bidder must furnish, within 15 days after the Notice of Award, four sets of signed Contract Documents, 100% Performance Bond, 100% Payment Bond and proof of insurance documentation acceptable to the Owner. The successful bidder must begin execution of this Contract within 10 days following the Notice to Proceed.
All workers employed by the contractor and subcontractors on this project shall not be paid less than the State minimum wage rate. The contractor must comply with the Department of Labor Regulations relating to the Copeland "Anti-Kickback Act", and the contract work hours and safety standards Act. The contractor must comply with the Safe Drinking Water Act, Clean Air Act, Clean Water Act, Executive Order 11738, and the Environmental Protection Agency regulations (40 CFR Part 15). The District reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the District.
