INVITATION FOR BIDS
Sealed bids will be received by the Beaver County Commissioners of Beaver County, Pennsylvania at the Controller's Office, Beaver County Courthouse located at 810 Third Street, Beaver, Pennsylvania 15009 (Attn: Maria Longo, Controller for Beaver Beaver) until 4:00 PM prevailing time on July 13, 2026 for:
CONTRACT NO. 2026-El
STANDBY POWER SYSTEM REPLACEMENT PROJECT
The scope of work includes the in-kind replacement of two existing standby power generators and five existing automatic transfer switches. Work includes installation of a new concrete generator foundation, extension of or connection to existing wiring and conduits, installation of generator exhaust and fuel tanks, removal/ disposal of existing equipment, and all necessary appurtenances and restoration for said construction. An alternate bid will be considered by the owner for the in-kind replacement of the uninterruptible power supply in the IT department and to supply replacement conductors.
Bids will be publicly opened and read at a regularly scheduled Bid Opening Meeting at the Commissioners Conference Room, Beaver County Courthouse, Beaver, PA at 9:00 AM on July 14, 2026.
Bid Documents are being distributed by Ditto Document Solutions, 1020 Ridge Avenue, Pittsburgh, Pennsylvania 15233. All bidders are required to buy the specifications for a non-refundable deposit of $125.00 from Ditto Document Solutions at www.dittoplanroom.com. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Board of Commissioners. The bid must be accompanied by a certified check or bid bond in the amount often percent (I 0%) of the bid, made payable to the Board of Commissioners to guarantee the bidder's entrance into the contract if given the award.
The Board of Commissioners reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
The Board of Commissioners shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Board of Commissioners may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Board of Commissioners has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
