Community Development Block Grant (CDBG) Public Services Funding Notification The Community Development Block Grant (CDBG) Public Service funding requirements are established by the U.S. Department of Housing and Urban Development (HUD) to ensure that federal resources principally benefit low- and moderate-income (LMI) persons and address priority community needs identified in the local Consolidated Plan. The City of Amarillo Community Development Department is accepting applications for eligible activities and projects that meet the objectives of the CDBG program. To qualify, projects must benefit low- and moderate-income (LMI) residents and address a priority need identified in the Consolidated Plan. Funding preference will be given to services supporting LMI individuals who are experiencing homelessness or are at risk of becoming homeless. HUD defines "homeless" in 24 CFR § 578.3, and "at risk of homelessness" in 24 CFR § 576.2, which includes individuals or families who will lose their primary residence within 14 days or lack the resources or support networks to maintain housing. The City of Amarillo will begin accepting applications on Tuesday, April 7, 2026, from local nonprofit and public agencies that wish to apply for fiscal year funding (October 1, 2026 – September 30, 2027). Public service activities must qualify as eligible services under 24 CFR 570.201(e). Public Services are eligible to receive up to 15% of the local allocation based upon funding availability. Funding allocations for FY 2026–2027 have not yet been released by HUD. Available funding will be confirmed and communicated to applicants once the allocation is received. For reference, FY 2025-2026 Public Service allocation for the City of Amarillo was $240,527. Interested applicants should visit the City of Amarillo Community Development website for a full version of the Notice of Funding Opportunity (NOFO) and application instructions using the link below. Link: https://www.amarillo.gov/community-development/community-development-public-notices/ Interested applicants must attend one of two mandatory application workshops on Monday, April 13, 2026, from 10:00am – 12:00pm in room 275 Simms Municipal Building and an afternoon training held on Tuesday, April 21, 2026, from 2:00pm – 4:00pm in the Simms Municipal Building, Room 275, located at 808 S. Buchanan St., Amarillo, TX 79101. The Simms Building is accessible to individuals with disabilities through its main entry located at the front of the building. Parking spaces for individuals with disabilities are available in the front parking lot. The Simms Building is equipped with restroom facilities, an elevator and communications equipment that are accessible. Individuals with disabilities who require special accommodation or a sign language interpreter must make a request with the Community Development Department two business days before the meeting by telephoning 378-6451. Requests may also be made to the City's TDD number at 378-4229. Completed applications are due no later than 5:00 PM Friday, May 8, 2026. Following the application deadline, applications will be reviewed for completion and accuracy. Late, incomplete, or ineligible activity applications will not be considered. Recommendations will be assessed by priority needs and presented to the Community Development Advisory Committee (CDAC) at a public meeting for final recommendations and allocation of funding prior to City Council approval in July.
