NOTICE OF PUBLIC HEARING & PUBLIC COMMENT PERIOD 2026-2027 ANNUAL ACTION PLAN COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) & HOME INVESTMENT PARTNERSHIPS PROGRAMS The City of Amarillo is considering recommendations for the budget and allocations of funding approved by the Community Development Advisory Committee during the Public Hearing conducted on June 11, 2026. The details and timeline for this comment period are outlined below. Upon completion of the 30-day comment period, the final recommendations listed below and any public comments received will be addressed and presented to Amarillo City Council for final consideration and approval. All comments received by the close of business July 28, 2026, at 4:30 PM, will be considered by the City of Amarillo prior to the submittal of the request for release of funds. Comments should specify which Notice they are addressing. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the City of Amarillo's certification received by July 31, 2026, or for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if the objection is made on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Amarillo; (b) the City of Amarillo has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to HUD-Environmental Review Officer at P.O. Box 2905, Fort Worth, TX 79113-2905. Potential objectors should contact HUD to verify the actual last day of the objection period. The Amarillo Simms Municipal Building is accessible to individuals with disabilities through its main entry located at the front of the building. Parking spaces for individuals with disabilities are available in the front parking lot. The Simms Municipal Building is equipped with restroom facilities, an elevator and communications equipment that are accessible.
