Minutes of the Roland City Council
Regular Session
Wednesday, Meeting May 6, 2026
The Roland City Council met in regular session on Wednesday, May 6, 2026. The meeting was held at 6:00 pm at Roland City Hall with Mayor Kurtis Bower presiding. Council Members Present: Jonathan Kepley, Doug Sargent, Aaron Burres, Curtis Kentner, and Riley Larson. Staff Present: City Clerk Mellisa Mattingly and City Manager Dalton Johnston. There were 9 people and 2 zoom visitors from the public.
Mayor led in the Pledge of Allegiance.
A motion was made by Burres and seconded by Sargent to approve the consent agenda for this meeting including Agenda for May 6, 2026, Regular Council Meeting and Claims for May 6, 2026, in the amount of $82,943.02. All in Favor. Motion Carried.
Open Forum: None
Sheriff gave report to Council. No action was taken.
Department Head Reports: City Manager and City Clerk gave reports to the Council. No action was taken.
A motion was made by Burres and seconded by Kenter to go into closed session at 6:06 pm. All in Favor. Motion Carried.
A motion was made by Burres and seconded by Larson to come out of closed session at 6:25 pm. All in Favor. Motion Carried.
A motion was made by Burres and seconded by Kentner for our City Attorney to find out some things and bring it back to Council. All in Favor. Motion Carried.
Jose Rico came and talked to council about bringing his business to town. City Manager Johnston suggested to have the 201 N Main St location built for a restaurant. A motion was made by Burres and seconded by Kepley to move forward with these plans. All in Favor. Motion Carried.
City Manager Johnston talked with Council about doing a rec center in town which would include batting cages, golf simulator, and exercise area. Jarred Kepley and Kevin Krausman talked to Council about how much this would benefit not just the sports teams for the youth program and school but the community as a whole.
A motion was made by Burres and seconded by Larson to go into closed session at 6:42 pm. All in Favor. Motion Carried.
A motion was made by Burres and seconded by Larson to come out of closed session at 6:51 pm. All in Favor. Motion Carried.
A motion was made by Burres and seconded by Larson for City Manager Johnston to go forward with offering the owner of the building the price and other things discussed in closed session. All in Favor. Motion Carried.
A motion was made by Kentner and seconded by Kepley to postpone Resolution 26-25 A Resolution approving agreement with Veenstra & Kimm, INC for professional building inspection services. Roll Call Vote: Aye: Sargent, Kepley, Kentner. Nay: Larson and Burres, Absent: None. Abstain: None. Motion Carried 3 to 2.
A motion was made by Sargent and seconded by Kentner to postpone Resolution 26-27 A Resolution approving the lease of city property located at 110 N Main Street between the City of Roland and The Roland Area Development Corporation. Roll Call Vote: Aye: Kepley, Larson, Kentner, Sargent, Burres. Nay: None. Absent: None. Abstain: None. Motion Carried.
A motion was made by Sargent and seconded by Larson to approve the quote from InRoads for street rehabilitation on Arthur. All in Favor. Motion Carried.
A motion was made by Sargent and seconded by Kentner to approve Resolution 26-28 A Resolution approving Trash and Recycling Removal contract with Pratt Sanitation. Roll Call Vote: Aye: Larson, Kentner, Sargent, Kepley, Burres. Nay: None. Absent: None. Abstain: None. Motion Carried.
A motion was made by Kentner and seconded by Kepley to approve the quote from Manatt's for milling and asphalt overlay on Maple from East St to the east city limits which also including the replacement speed bumps for free. All in Favor. Motion Carried.
A motion was made by Sargent and seconded by Larson to approve the non-disclosure agreement with Iowa State University. All in Favor. Motion Carried.
A motion was made by Sargent and seconded by Larson to name the new development plat South Side Estates. All in Favor. Motion Carried.
A motion was made by Kentner and seconded by Kepley for the City Clerk to fill out, sign and return all paperwork needed to the Marshall County Landfill. All in Favor. Motion Carried.
A motion was made by Sargent and seconded by Kentner to appoint City Manager Dalton Johnston as the representative on the Solid Waste Management Commission of Marshall County and Mayor Kurtis Bower as the alternate for the term beginning in January 2026. All in Favor. Motion Carried.
Open Forum: Gannon Hendrick talked about his run for County Supervisor. Marty Chitty also talked about his run for County Supervisor. Gavin Stone with Pratt Sanitation asked if there was a place he could store the new containers until July 1. Dalton is going to figure this out for him.
Mayor and Council Reports/Comments: None.
Burres made a motion for adjournment of the meeting at 7:29 pm seconded by Sargent. All in Favor. Motion carried. The next regular meeting will be Wednesday May 20, 2026, at 6:00 pm at Roland City Hall.
