Chairman Kretzinger called the meeting to order at 9:00 a.m. with Kretzinger, Bryant & Longhorn present.
Bryant moved, Longhorn seconded motion to approve the agenda as posted. All ayes. Motion carried.
Chairman Kretzinger asked if there were any questions or items to be removed from the Consent Agenda; no requests were made. Longhorn moved, Bryant seconded the motion to approve the following items on the CONSENT AGENDA: April 22, 2026 meeting minutes; approval of Pay Adjustment for Teresa Welsher, Recorder’s Office Clerk to $24.23 per hour effective May 13, 2026; approval of Status Change for Shane Larkin, Jailer from Part-Time to Full-Time Status effective May 4, 2026; approval of hiring Brandon O’Neil, Don Williams Park Seasonal, at $15.00 per hour effective April 27, 2026; reviewed and placed on file Report of the Commission of Veterans Affairs for 1st Quarter of 2026; reviewed and placed on file Boone County Sheriff’s Office Quarterly Report for 3rd Quarter of FY26; reviewed and placed on file Sheriff’s Office Report of Fees Collected for March 2026; signing 2026 Applications for Homestead, Homestead 65+, Military and Disabled Veterans Property Tax Credits and Exemptions as recommended by Boone County Assessor; approval of Secondary Roads claims #30369 to #30384 and other county claims #180505 to #180582 totaling $849,332.62 and issuance of warrants #101530 to #101582 in payment of the same; approval of drainage claims #1239 to #1240 totaling $2,708.00 and issuance of warrants #1673 to #1674 in payment of the same. All ayes. Motion carried.
Bryant moved Longhorn seconded motion to approve of Veterans Affairs Request to raise the limit to $5000 on Credit Card. All ayes. Motion carried.
Longhorn moved Bryant seconded motion to setting date and time for FY26 3rd Budget Amendment for May 20, 2026 @ 10:00 a.m. All ayes. Motion carried.
Andrew Collings- MIPA was present to discuss RFP for Codification Services.
City of Ogden Representatives were present to discuss applying for CAT grant for recreation complex in city. Board pledged $11,000 from LOST discretionary funds. Bryant moved Longhorn seconded motion to adopting Resolution 26-16 “Support of Community and Tourism Application for Submission to the Iowa Economic Development Authority for the Ogden Recreation Complex, Ogden, Iowa” All ayes. Motion carried.
Jonathan Bullock, County Engineer was present. Bryant moved Longhorn seconded motion to approve signing Contract with KAM Line Highway Markings for $64,950.43 for Pavement Markings. All ayes. Motion carried.
Longhorn moved Bryant seconded motion to approve signing ROW Contract with Casey Peterson for .03 acres at $600.00 for Project No. LFM-BR001—7X-08. All ayes. Motion carried.
Longhorn moved Bryant seconded motion to approve of FY27 Secondary Road Five Year Road Construction Program. All ayes. Motion carried.
Longhorn moved Bryant seconded motion to open a Public Hearing for Second Reading of Ordinance #170: Rezoning Request from A-1(Agriculture Conservation) to R-1 (Rural Residential) for a rural subdivision on 4.34 acres (Parcel #088326084100009) owned by Matthew Shriver at 10:04 a.m. All ayes. Longhorn moved Bryant seconded motion to close the Public Hearing at 10:14 a.m. All ayes. Bryant moved Longhorn seconded motion to approve the Second Reading of Ordinance #170: Rezoning Request from A-1(Agriculture Conservation) to R-1 (Rural Residential) for a rural subdivision on 4.34 acres (Parcel #088326084100009) owned by Matthew Shriver. All ayes. Motion carried.
Longhorn moved Bryant seconded motion to open a Public Hearing for Second Reading of Ordinance #169: Request to consider an amendment to Boone County Zoning Ordinance #88-Stormwater Management Standards for Boone County at 10:17 a.m. All ayes. No written or oral comments were received and none by ZOOM. Bryant moved Longhorn seconded motion to close the public hearing at 10:26 a.m. All ayes. Bryant moved Longhorn seconded motion to approve the Second Reading of Ordinance #169: Request to consider an amendment to Boone County Zoning Ordinance #88-Stormwater Management Standards for Boone County and to waive the Third Reading. All ayes. Motion carried.
Chelsie Wilson, Conservation Director gave a Departmental Update.
Andy Godzicki, County Sheriff was present to discuss jail rent funds & uses
• Bryant moved Longhorn seconded motion to Approve of Purchase of Security Cameras for Courthouse & Human Services Building with Jail Rent Funds. All ayes. Motion carried.
• Longhorn moved Bryant seconded motion to approve Update to Panic Button/Fire Alarm System for Courthouse with Jail Rent Funds. All ayes. Motion carried.
• Longhorn moved Bryant seconded motion to approve the Use of Jail Rent Funds for Overtime Pay. All ayes. Motion carried.
Longhorn moved Bryant seconded motion to adjourn the meeting. All ayes. Motion carried. Chairman Kretzinger adjourned the meeting at 11:19 a.m.
