Town of Boyce Regular Meeting May 8, 2026 6:00 P.M.   A regular meeting of the Town Council was held at Town Hall on Tuesday, May 8, 2026 with the following members present: Mayor Kelvin McCoy, Alderman; Donna Lofton, Peggy Brew, Lucretia McCoy Price, Leslie Aaron. Alderman Mary Fisher was absent. Also, present was Town Clerk, Shawanda Tompkins, Town Attorney, Greg Jones. Mayor McCoy calls the meeting to order at 6:00 P.M. Town Clerk called roll and stated a quorum was present. Mr. Gerald Colflesh led the Pledge of Allegiance. Mayor McCoy gave the Invocation. Mayor McCoy called for any person to identify themselves and the agenda items on which they wish to comment in accordance with Act 850 of 2010. Mr. Joe Nichlos and Mr. Will Nichlos advise they would like to speak on item #17. Mr. Gerald Colflesh advised he would like to speak on item #13 and #15. Motion by Alderman Leslie Aaron, second by Alderman Peggy Brew to accept the minutes of the regular meeting held April 7, 2026. MOTION CARRIED. Alderman Mary Fisher was absent. Motion by Alderman Lucretia McCoy Price, seconded by Alderman Leslie Aaron to accept the minutes of the Public Hearing held April 9, 2026. MOTION CARRIED. Alderman Mary Fisher was absent. Motion by Alderman Lucretia McCoy Price, seconded by Alderman Leslie Aaron to pay the monthly bills. MOTION CARRIED. Alderman Mary Fisher was absent. Police Department was absent. Fire Department was absent. Interim Superintendent was absent. Community Outreach was absent. Town Engineer was absent. Mr. Colflesh, advise he has three different things going, he is doing much as he can. Mayor McCoy advise Mr. Colflesh save report for next month council meeting. Town CPA was absent. Town Attorney advised council May 15, 2026 is the deadline to file their Personal Financial Report. Motion by Alderman Lucretia McCoy Price, seconded by Alderman Donna Lofton to accept Resolution# 2026-17---RE-ASSIGN FLOODPLANE ADMINISTRATOR FOR BOYCE -- Appointing Melissa Becker, Rapides Parish Planning Commission as the Floodplain Manger for the Town of Boyce. MOTION CARRIED. Alderman Mary Fisher was absent. RV PARKS was tabled. Mayor McCoy advised he is requesting a Rate Study outside the city limits. Motion by Alderman Leslie Aaron, seconded by Alderman Donna Lofton to add MWPP (Municipal Water Pollution Prevention) to the agenda. MOTION CARRIED. Alderman Mary Fisher was absent. Motion by Alderman Lucretia McCoy Price, seconded by Alderman Leslie Aaron accept Resolution# 2026-18—A RESOLUTION AUTHORIZING THE CITY TO STATE THEIR INTENT TO MAINTAIN PERMIT REQUIRMENTS AS SET FORTH BY NATIONAL POLLUNANT DISCHARGE ELIMINATION SYSTEM TO PREVENT WASTEWATER PERMIT VIOLATIONS AND OTHER MATTERS WITH RESPECT THERETO. MOTION CARRIED. Alderman Mary Fisher was absent. Alderman Lucretia McCoy Price advised council and citizens that Energy Assistance and Weatherization will be at Town hall on May 20, 2026 from 9:00 a.m. until 12:00 p.m. to take applications. Mayor McCoy advises that him and Mrs. Price visit Delhi Data Center construction team. Mayor also advised one of the things they are requiring from the town is water and sewer. Mayor McCoy stated he will be meeting with one the managers of the data center construction site, Monday at 1:00 p.m. Mayor McCoy stated, the water tower application that the Town submitted will be funded up to $2 million dollars. Mayor McCoy also advised, Mr. Jay Luneau has put it on the floor to get the town $ 100,000.00 tower the water tower, which the Town will have to fund 3% of the grant for the water tower. Public Comments: Mr. Will Nichlos ask do the sheriff detail covers from 2:00pm until 5:00am. Mr. Nichlos advised he has a problem with a subject walking the Levee. Town Attorney advise he will get with the chief. Mr. Will Nichlos also advise that is a dog problem in this town. Motion by Alderman Lucretia McCoy Price and seconded by Leslie Aaron to adjourn.
