Members present: Thompson, Smith, Patience, Gabrielson, Kostelny, Hammen, Lawrence, Krueger, Lamers, Ferguson, McCabe, MacDonald, Zabronsky, Croatt, Spears, Heiser, Mitchell, Cuff, Hagen, Klemp, Thiede, Janke, Weinberg, Culbertson, Monfils, Winterfeldt, Nejedlo, Clegg, VanderHeiden, Koury, and Lautenschlager. Members absent: Supervisors Johnson, Wegand, Hermes, Thyssen and Rettler. The Board Chairperson requested the Board's confirmation to excuse Supervisors Johnson, Wegand, Thyssen and Rettler. No objections; so ordered. The Pledge of Allegiance was led by Chairperson Gabrielson. MINUTES OF THE FEBRUARY 24, 2026 COUNTY BOARD MEETING Supervisor Koury moved, seconded by Supervisor Hammen, to approve the minutes of the February 24, 2026 County Board meeting. ROLL CALL: 29 yes, 2 abstain (Culbertson and Winterfeldt), 5 absent. MINUTES OF THE FEBRUARY 24, 2026 COUNTY BOARD MEETING ARE APPROVED. SPECIAL ORDER OF BUSINESS Dan Gabrielson, County Board Chairperson, will share historical county board highlights marking Outagamie County's 175th Anniversary Chairperson Gabrielson provided a historical recap of the first years of the Outagamie County Board and the shape of the County Board of Supervisors in celebration of 175 years since the county's inception: County Government is the oldest form of local government in Wisconsin. The first territories were formed in 1818 – and at the time was composed of four (4) counties: Crawford County, Brown County, Michilimackinac County and Iowa. Chairperson Gabrielson extended his thanks and appreciation to the 2025-26 County Board Supervisors in continuing the legacy of our legislative oversight. ESTABLISH ORDER OF THE DAY – Chairperson Gabrielson explained there are no resolution lock-in requests. COMMUNICATIONS – Communication Referral List (included in the packet). Chairperson Gabrielson summarized the following communications: There is a communication referral list in the Supervisor packets, which feature a number of resolutions other counties have sent our way to review. The Tri County Recycling Partnership, which Outagamie County is a part of, is the recipient of Associated Recyclers of Wisconsin's 2026 Outstanding Achievement in Education (Group) Award. The award was presented during the 2026 Wisconsin Integrated Resource Management Annual Conference (WIRMC) in Elkhart Lake, Wisconsin. The award is given to a group that excels in providing outstanding platforms of environmental education, especially relating to solid waste and recycling. Two Outagamie County employees were recently recognized as recipients to Insight Publications 40 Under 40: Kevin Englebert, Development and Land Services Director, and Hollie Foley, Marketing and Brand Manager for Appleton International Airport. The next meeting, which is to be held on March 24, 2026, will be the last meeting of the 2025-26 County Board term, so all ordinances, resolutions, and appointments will need to be locked in during that final meeting as the term closes. The 2026-27 term will start on April 21, 2026. PUBLIC PARTICIPATION IS LIMITED TO ONLY MATTERS LISTED ON THE AGENDA AND FOR A TOTAL OF FIFTEEN MINUTES WHICH MAY BE EXTENDED TO 30 MINUTES AT THE DISCRETION OF THE CHAIR – None. APPOINTMENTS – County Executive Nelson nomination for appointment of Nathan Borman to the Local Emergency Planning Committee, term expires June 30, 2027. Supervisor Thiede moved, seconded by Supervisor Patience, for confirmation of the above-listed appointment. ROLL CALL: 31 yes, 5 absent. NATHAN BORMAN IS APPOINTED TO THE LOCAL EMERGENCY PLANNING COMMITTEE. REPORT BY THE COUNTY EXECUTIVE – County Executive Thomas Nelson provided an Administrative Update. UNFINISHED BUSINESS – Resolution No. 150—2025-26 – Public Safety Committee. Approve to support legislation that would ensure that individuals and businesses throughout the State of Wisconsin will have quick and easy access to emergency aid when needed. At the January 27 and February 24, 2026 County Board Meeting, Resolution No. 150—2025-26 was held in the Public Safety Committee. Supervisor Spears moved, seconded by Supervisor Patience, for adoption. Supervisor Spears moved, seconded by Supervisor MacDonald, to amend Resolution No. 150—2025-26 and replace "a bill" with "Assembly Bill 580 and Senate Bill 558" in line 22, and add "the attached" in line 29 in Resolution No. 150—2025-26. ROLL CALL: 31 yes, 5 absent. RESOLUTION NO. 150—2025-26 IS AMENDED. Supervisor Smith moved to call the question, seconded by Supervisor Krueger, to close debate on Resolution No. 150—2025-26 as amended. ROLL CALL: 27 yes, 4 no (Ferguson, Klemp, Thiede, Janke), 5 absent. RESOLUTION NO. 150—2025-26 IS ADOPTED AS AMENDED. NEW BUSINESS – Resolution No. 154—2025-26 – Public Safety Committee. Approve the Sheriff's Office to accept and expend $4,948.73 in funding from the Wisconsin Department of Health Services, Division of Public Health, for telecommunicator CPR training and CPR training supplies, and increase the following Law Enforcement Communication line items: Intergovernmental Revenue by $4,948.73; Salaries by $3,876.32; and Supplies by $1,072.41, as noted on the attached fiscal note. Supervisor Patience moved, seconded by Supervisor Croatt, for adoption. ROLL CALL: 31 yes, 5 absent. RESOLUTION NO. 154—2025-26 IS ADOPTED. Resolution No. 155—2025-26 – Public Safety Committee. Approve the Sheriff's Office to apply for, accept and expend a $46,420.18 Public Safety Answering Point (PSAP) grant from the Wisconsin Department of Military Affairs/Office of Emergency Communications with a required 10% match of $5,157.80 for a total of $51,577.98, to be used for equipment to connect to the upgraded State radio system known as WISCOM, and increase the line items of 2025 Capital Projects Revenue Intergovernmental – PSAP and the Sheriff PSAP Capital Outlay by $46,420 each, as noted on the attached fiscal note. Approve the Sheriff's Office to apply for, accept and expend a $89,040.18 Public Safety Answering Point (PSAP) grant from the Wisconsin Department of Military Affairs/Office of Emergency Communications with a required 10% match of $9,893.35 for a total of $98,933.53, to be used for equipment upgrades and advanced training necessary for Next Generation 9-1-1, and increase the line items of the 2025 Capital Projects Revenue Intergovernmental – PSAP and the Sheriff PSAP Capital Outlay by $89,040 each, as noted on the attached fiscal note.
