NOTICE OF HEARING
PLEASE TAKE NOTICE that on February 19, 2026 at 7:00 p.m., Still Valley Urban Renewal Associates, LLC (the “Applicant”) will appear before the Freehold Township Planning Board (“Planning Board”) at the Freehold Township Municipal Building, One Municipal Plaza, Freehold, New Jersey, for a public hearing concerning its application for amended preliminary and final major site plan approval, as described below, on property located at 55 Jackson Mills Road, designated on the Township of Freehold Tax Map as Block 83, Lot 9 (the “Property”). The Property is located in the ML-9 Moderate- and Low-Income Housing Zone.
The Township of Freehold Planning Board granted preliminary major site plan approval by a resolution memorialized on August 19, 2021 (the “Approval”). The Approval permitted construction of a multi-family residential development consisting of four (4) residential buildings containing a total of sixty (60) units, including a 50% set aside for very low, low and moderate income households, together with a community building, associated common amenity space, surface parking spaces, stormwater management structures, signage and related site improvements. Subsequently, the Township of Freehold Planning Board granted extensions of this approval.
The Applicant received amended preliminary major site plan approval for the Project (the “Amended Approval”) as described below from the Planning Board pursuant to a resolution memorialized on September 5, 2024. The amended approval included the following list of modifications to the site plan since the Approval:
• Overall reduction of units from 60 to 46, 100% of which are affordable to very low, low, and moderated income households.
• Reduction of the building footprint.
• Revision of the community building footprint.
• Decrease in proposed parking spaces from 120 to 92 (RSIS compliant).
• Addition of electric vehicle make-ready spaces.
• Revisions along Jackson Mills Road based on comments from Monmouth County.
• Reduction of impervious coverage from 30.4 to 28.6%.
The Applicant is now seeking amended preliminary and final major site plan approval. Consistent with the Amended Approval, the Applicant continues to propose to construct a multi-family residential development consisting of four (4) residential buildings containing a total of forty six (46) units, 100% of which are affordable to very low, low and moderate income households, including supportive needs housing, together with a community building, associated common amenity spaces, stormwater management structures and related site improvements. As part of this Application, the Applicant proposes a revised layout with 105 parking spaces, a revised stormwater design, and a reduced limit of disturbance.
The Applicant is not requesting any variance relief in connection with this application. The Applicant will seek such variances, exceptions and/or design waivers that may be required upon an analysis of the plans and the testimony at the public hearing.
The application, documents, papers and plans for which approval is being sought are available for public inspection with the Planning Board Secretary in the office of the Planning Board in the Freehold Township Municipal Building, One Municipal Plaza, Freehold, New Jersey, during regular business hours Monday through Friday, except holidays.
All interested persons may attend and be heard (to ask questions and/or make comments) individually or through an attorney at the aforesaid hearing. The public hearing may be continued without further notice on such additional or other dates as the Board may determine.
