NOTICE TO BID
NOTICE IS HEREBY GIVEN THAT sealed bids will be received by the Board of Education of the Township of Marlboro, in the County of Monmouth, until 11:00 A.M. prevailing time on Tuesday, March 24, 2026 in the Board of Education Administration Offices, 1980 Township Drive, Marlboro, New Jersey, 07746, for the following:
HVAC Improvement projects for:
Asher Holmes Elementary School and
Robertsville Elementary School
Marlboro, NJ
At that time the bids will be opened and read to the public.
Commencing on Thursday, February 19, 2026, Specifications and Bid Documents will be available Monday through Friday between the hours of 9:00 A.M. and 4:00 P.M. at the Office of Tokarski Millemann Architects - 1729 Route 35, Wall, New Jersey 07719. Copies of the Documents will be available for a fee of One Hundred Dollars ($100) per set. The One Hundred Dollar ($100) per set fee is non-refundable except as required by law. Bidders should contact the office of Tokarski Millemann Architects at (732) 262-0046 to confirm details and availability of the Documents.
Bids must be delivered in sealed envelopes properly marked identifying bids. It is understood and agreed that any person in the Office of the Board of Education will be absolved from responsibility for premature opening of any proposal not properly identified. No bids will be received after the time specified above for opening, nor will any proposal allowed to be modified or withdrawn after the time set for the opening. The Marlboro Township Board of Education reserves the right to waive any informalities and to reject any or all bids.
A bidder shall be required to deposit with their bid, security in the amount of not less than ten percent (10%) of the base bid, but not more than $20,000.00 in the form of certified check or bid bond.
All interested Contractors are encouraged to attend the pre-bid conference to be held on Tuesday, March 3, 2026 at 2:15 p.m. at Asher Holmes Elementary School, 48 Menzel Lane, Marlboro, NJ. Attendance is strongly recommended. Contractors must possess a government issued identification in order to enter the school buildings. No other pre-bid meeting times will be scheduled.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.
In order to submit a Bid for the Project, Bidders, and/or a Bidders' subcontractor, if applicable, shall be classified by the New Jersey Department of the Treasury, Division of Property Management and Construction in the following:
C032 – HVACR
Additionally, as of the date of the bid opening, if the Bidder is not classified by the DPMC in the below disciplines, the Bidder shall be required to contract with subcontractors who are classified by th DPMC in the below disciplines as of the date of the bid opening, and such subcontractors shall be listed in the bid:
C029 – Structural Steel and Ornamental Ironwork; and
C030 – Plumbing; and
C047 – Electrical
Contractors shall have not less than five (5) years of experience working on similar scale HVAC projects.
A bidder on a public works project for a Board of Education where the cost of the work exceeds $20,000.00 must first have been qualified by the Department of the Treasury, Division of Property Management and Construction, pursuant to N.J.S.A. 18A:18A-27 through 33, and shall submit with his bid a Prequalification Affidavit—No Material Adverse Change, a copy of a valid and active NOTICE OF CLASSIFICATION, a certified copy of a Total Amount of Uncompleted Contracts Form and such Affidavit that subsequent to the latest such statement submitted there has been no material adverse change in his qualification information except as set forth in said Affidavit.
The bid package will also include other documents that must be completed and returned with the bid. Failure to comply with Instructions to Bidders and to complete and submit all required forms may be cause for disqualification and rejection of the bid.
All contractors named in this proposal shall possess a valid and current New Jersey Department of Labor and Workforce Development Public Works Contractor's Registration Certificate pursuant to N.J.S.A. 34:11-56.48 et seq., at the time the proposal is received by the Board of Education.
The Board of Education reserves the right to reject any non-responsive bids or all bids, pursuant to N.J.S.A. 18A:18A-22, and to waive minor informalities or non-material exceptions.
Bidders are required to comply with the requirements of P.L. 1975, c.127 (Affirmative Action) and N.J.S.A. 52:25-24.2 (Disclosure) and the Non-Collusion Affidavit. Bidding shall be in conformance with the applicable requirements of N.J.S.A. 18A:18A-1 et. seq. pertaining to the "Public School Contracts Law."
