NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that sealed bids for the FOR THE PROPOSED RENOVATION TO THE BRICK CAMPUS OF THE OCEAN COUNTY VOCATIONAL TECHNICAL SCHOOL (PRIMARY HVAC REPLACEMENT) will be received at the OCVTS Administration Office, 137 Bey Lea Road, Toms River, NJ on March 19, 2026, at 10:00 a.m. at such time and place will be publicly opened and read aloud. No bids will be received or accepted after the advertised bid date and time on said day. Two (2) copies of the sealed bids must be submitted – one (1) original, one (1) paper copy of ALL documents, and (1) electronic copy on a USB flash drive. USB flash drive MUST be in the sealed envelope. If unable to submit USB flash drive at time of the bid opening, it must be submitted within (24) hours.
Contract Documents are 'available for review" in the office of the Architect, YEZZI ASSOCIATES, LLC, ARCHITECTS AND PLANNERS, 18 WASHINGTON STREET, P.O. BOX 1638, TOMS RIVER, NJ 08753, PH: 732-240-3433. Contractors may purchase copies of the Contract Documents in the office of the Architect for the non-refundable sum of Fifty Dollars ($50.00). The specifications and drawings will be provided on a thumb drive. If Bidding documents are to be mailed, the Architect must receive a Federal Express, UPS or Express Mail Account number for mailing; Bidder's complete street address, phone and fax numbers; a $25.00 handling charge; and $50.00 per thumb drive payable to the Architect, prior to mailing.
Bidders are required to comply with the requirements of the Affirmative Action, N.J.S.A.10:5-31 and N.J.A.C. 17-27-1 et seq., Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq., and Public Schools Contract Law, N.J.S.A. 18A:18A-1 et seq. All bidders shall possess a valid Public Works Contractor's Registration Certificate pursuant to N.J.S.A. 34:11-56.48 et seq., at the time the bid is received by the Board of Education of the Ocean County Vocational Technical School.
This project is subject to the Project Labor Agreement.
Bidders on a public works project for a Board of Education where the cost of the work exceeds $20,000.00 must first have been qualified by the Department of the Treasury, Division of Property Management and Construction, pursuant to N.J.S.A. 18A:18A-27 through 33, and shall submit with bid a Prequalification Affidavit, a copy of a valid and active Notice of Classification, a certified copy of a Total Amount of Uncompleted Contracts Form and an Affidavit that subsequent to the latest such statement submitted by bidder, there has been no material adverse change in the bidder qualification information except as set forth in said Affidavit.
Bid Security in the amount of 10% of the total bid shall be supplied in the form of a certified check, cashier's check or bid bond, but not in excess of $20,000.00, for all bids over $100,000.00.
Per NJ State Law, the total price of the construction bid is firm for sixty (60) days. The Board of Education of the Ocean County Vocational Technical School is requesting an additional sixty (60) days if both parties agree to it.
Pre-bid Meeting: There will be a non-mandatory meeting on March 02, 2026, at 1:30 p.m. at the project site, Ocean County Vocational Technical School Brick Campus, 350 Chambers Bridge Road, Brick, NJ 08723. Bidders shall contact Edward Crawford, Manager of Facilities & Grounds at 732/473-3112. This meeting is not a prerequisite to bidding but is to aid all contractors to understand the project. Attendance is not mandatory but is strongly recommended. Failure to attend does not relieve the bidder of any obligations or requirements.
Project Schedule: Project to start on or about April 27, 2026, and be 100% completed by October 19, 2026, for a construction period of 210 Calendar Days. Project to have Liquidating Damage Clause of $500 per day after date of contract completion.
All Application and Certificate for Payments shall be made monthly only. There will be a 2% retainage for the project. Each Application must include Certificate of Payments Form, Certified Payroll Records and a Monthly Project Workforce Report.
Request for Information/Clarifications/Addendums: NJ regulations, an addenda will be issued seven (7) working days prior to the bid due date. No response after that date. All requests for information (RFI) are due by no later than March 05, 2026, at 3:00 p.m., utilizing the Yezzi Associates RFI form provided in the specifications. Any questions received after this date will be responded to at the direction of the Architect/Owner. If necessary, an addendum will be issued on March 10, 2026.
Quantities are estimates and the Board of Education reserves the right to increase quantities by 20% or decrease quantities by 100% as specified in the specifications pursuant to N.J.A.C. 5:30-11.2 and 11.10. NO MINIMUM PURCHASE IS IMPLIED OR GUARANTEED.
The Board of Education reserves the right to reject any and all bids and to waive any informality, and to waive all immaterial information, if it is in the public interest of the Board to do so.
TERM OF CONTRACT AWARDED SHALL BE NINE (9) MONTHS FROM
DATE OF BID AWARD, UNLESS OTHERWISE NOTED
