NOTICE TO BIDDERS
TACONY-PALMYRA BRIDGE
SUBMARINE CABLE REPLACEMENT

The Burlington County Bridge Commission will receive sealed bids for Submarine Cable Replacement for the Tacony-Palmyra Bridge until 11:00 A.M. prevailing time on April 23, 2006 at the Office of the Commission, Tacony-Palmyra Bridge, Maintenance Building, 1325 Route 73 North, Palmyra, New Jersey, at which time and place proposals will be publicly opened and read aloud.
The work to be performed under this Contract includes the furnishing of labor, tools, equipment, temporary support structures and materials for Submarine Cable Replacement for the Tacony-Palmyra Bridge.
The project is for replacement of submarine power cables (2) and submarine control cables (2) between Pier E and Pier F of the Tacony-Palmyra Bridge. Additionally, a submarine fiber optic cable is to be installed between Pier E and Pier F of the Tacony-Palmyra Bridge. The submarine cables shall be armored for underwater installation in a trench at a depth of five (5) feet below the bottom of the navigable channel. The armored cables are terminated in boxes located six (6 ft.) above the 100-year flood level as shown in the plans. The cables continue up each pier, from the termination boxes, in PVC coated rigid galvanized steel conduit to the regulator rooms and control rooms in each tower. Power cables are terminated in the regulator rooms and control rooms in each tower. Control cables are terminated in the control rooms within each tower. The fiber optic cable is terminated in the control rooms within each tower.
Trenching of the Delaware River Navigable Channel between Pier E and Pier F shall comply with the requirements of the United States Army Corp of Engineers and the New Jersey Department of Environmental Protection and the requirements contained in the permits issued.
The work includes the construction of the infrastructure shown in the plans and described in these supplemental specifications.
Omission of details of work from the contract which are necessary to carry out the intent of the contract, or which are customarily performed, shall not relieve the Contractor from performing the omitted work and shall be performed as if fully and correctly set forth and described in the contract. The Contract bid prices (Unit and/or Lump Sum) shall be full payment for all work and materials required to complete the work.
As necessary, the Contractor shall provide for Maintenance & Protection of Traffic while work is being performed as required by the Engineer. The Contractor is required to coordinate with the Engineer all temporary bridge and lane closures for the approval by the Commission.
Bid packages including the Contract Drawings, Supplementary Specifications, Proposal Forms and Contract Documents for the work are available at no cost electronically on the Commission’s website, www.bcbridges.org. From the home page, click on Purchasing and then Purchasing Portal. At the bottom of the screen, the project is listed in the Bids, RFPs, RFQs table. First time users are required to register to view any documents other than the Advertisement. Those already registered are to log on with their User Name and Password. Each Bidder must inspect the project site prior to receipt of bids to personally ascertain all conditions to be found at the project site. Bidder must submit a sworn affidavit affirming that they or their authorized representative did inspect the project.
Bids must be made on standard bid forms in the manner designated therein and required by the specifications; must be enclosed in sealed envelopes bearing the name and address of the Bidder and solicitation identification on outside; addressed to the Burlington County Bridge Commission, 1325 Route 73 North, P.O. Box 6, Palmyra, New Jersey 08065-1090; and must be accompanied by a certified check, cashier's check or bid bond drawn to the order of the Burlington County Bridge Commission for 10% of the bid, not to exceed $20,000.
All Bidders are required to comply with the requirements of N.J.S.A. 34:11-56.27 New Jersey Prevailing Wage Act, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 Affirmative Action, N.J.S.A. 52:25-24.2 Statement of Corporate Ownership, N.J.S.A. 34:11-56.48 et seq Public Works Contractor Registration Act and N.J.S.A. 52:32-44 New Jersey Business Registration Certification.
Bidders must complete the Responsible Contractor Certification form.
Bidders shall complete a Bid Questionnaire to summarize the Bidder’s work completed within the past five (5) years of similar nature on structures and equipment comparable to the Commission’s facilities.
Evaluation of the completed Bid Questionnaire shall determine the qualification of the Bidder for the performance of the work of this Contract. Bids will be accepted only from those Contractors when in the judgment of the Commission, have presented sufficient evidence that the Bidder is qualified to perform the required work.
The remaining work tasks shall be performed by the Bidder, if qualified or by qualified Subcontractors. Subcontractors shall be qualified under NJDOT work type Classifications 4. Bridge or 41 Moveable Bridge Installation/Rehabilitation.
Late bids will not be accepted or considered. The Burlington County Bridge Commission assumes no responsibility for bids mailed or misdirected in delivery.
The Commissioners reserve the right to accept or reject all bids and waive non-mandatory defects or information in bids, in accordance with law.
A Pre-Bid Meeting will be held in the Office of the Commission, Tacony-Palmyra Bridge, Maintenance Building, 1325 Route 73 North, Palmyra, New Jersey 08065 at 11:00 A.M. on March 18, 2026. While not mandatory, attendance at the meeting is encouraged.
