NOTICE OF ANNUAL SCHOOL DISTRICT MEETING, PUBLIC HEARING ON THE BUDGET AND BUDGET VOTE NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Chenango Forks Central School District (the "School District"), a school district of the State of New York, located in the counties of Broome and Chenango, will be held on the 11th day of May 2026 at the Chenango Forks Middle School located in the Town of Chenango, New York at 6:00 p.m. (prevailing time), for presentation of the proposed budget for the following school year. The budget will be available for review on April 28, 2026, and thereafter at the School District office. NOTICE IS FURTHER GIVEN that the annual meeting of the qualified voters of the Chenango Forks Central School District, a school district of the State of New York, located in the counties of Broome and Chenango, will be held at the High School Auditorium in Binghamton, New York, on the 19th day of May, 2026 beginning at 12:00 o'clock P.M. to (i) to vote upon the appropriation of the necessary funds to meet the estimated expenditures for the 2026-2027 school year and for any propositions involving the expenditure of money (and the authorizing of levy of taxes), (ii) to vote on the election of members of the Board of Education as more fully described below, and (iii) to vote on the purchase of school busses, including original equipment and incidental expenses in connection therewith, at a maximum estimated cost of $375,000, as more fully described below, and (iv) to vote on establishing a building capital reserve fund as more fully described below. The polls shall be open until 8:00 o'clock P.M. At such meeting taxes to be levied by installment will be proposed. The following matters will be considered at said meeting: To authorize the Board of Education of Chenango Forks Central School District to adopt the proposed annual School District Budget for the 2026-2027 fiscal year, presented to the voters at the School District Budget Hearing held on May 11th, 2026, to appropriate the necessary funds to meet expenditures and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the School District.To elect one candidate as member of the Board of Education to serve a five-year term beginning July 1, 2026, and ending June 30, 2031, for the seat currently held by Christine Webb.To vote on the purchase of school busses, including original equipment and incidental expenses in connection therewith, at a maximum estimated cost of $375,000, said amount or so much as necessary to be raised by the levy of a tax upon the taxable property of the District and collected in annual installments as provided by Section 416 of the Education Law, and in anticipation of such tax, the issuance of obligations of the District.To vote on establishing a Building Capital Reserve Fund pursuant to Section 3651 of the Education Law (to be known as the "Facilities Capital Reserve Fund") with the purpose of such funding being to finance District-wide capital improvements including site work, construction, reconstruction, renovation and equipping of all school buildings and facilities and costs incidental thereto. The ultimate amount of such fund is to be $10,000,000.00 plus earnings thereon. The probable term of such fund is to be ten (10) years, but such fund shall continue in existence until liquidated in accordance with the Education Law or until the funds are exhausted. The sources from which the funds shall be obtained for such Reserve are (i) amounts form budgetary appropriations from time to time, and (ii) unappropriated fund balance made available by the Board of Education from time to time, and (iii) New York State Aid received and made available by the Board of Education from time to time, all as permitted by law. Any voter propositions which may legally be considered at said meeting however the School Board will not entertain any proposition which fails to include a specific appropriation where the expenditures of monies is required by the proposition. NOTICE IS FURTHER GIVEN that Petitions nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the School District between the hours of 9:00 a.m. and 5:00 p.m. not later than April 20, 2026. Each petition must be addressed to the Clerk of the School District, be signed by at least 25 qualified voters of the School District, or 2% of the voters who voted in the previous Annual Meeting on May 20, 2025, whichever is greater, shall state the residence of each signer, the name and address of the candidate, and shall describe the specific vacancy on the Board of Education for which the candidate is nominated, which description shall include at least the length of term of office, and the name of the last incumbent. NOTICE IS FURTHER GIVEN, that applications for absentee ballots for the annual district meeting, in accordance with Section 2018-b of the Education Law and any applicable Executive Orders of the Governor of the State of New York may be obtained from the office of the School District Clerk. The completed application for absentee ballot must be received by the School District Clerk no later than seven (7) days preceding the vote on May 19, 2026. A list of all persons to whom absentee ballots have been issued will be available for public inspection in the office of the School District Clerk during regular office hours until the day of the election. AND BE IT FURTHER RESOLVED that military voter may apply for a military ballot by requesting and returning a military ballot application, by mail or in person, to the office of the Clerk of the school district no later than 5:00 p.m. no later than seven (7) days preceding the vote on May 19, 2026 and must indicate his/her preference for receiving said military ballot application or military ballot by mail, facsimile transmission or email. Military ballots must be received in the office of the School District Clerk no later than 5:00 o'clock P.M. on the day of the annual district meeting. NOTICE IS ALSO GIVEN that the qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days preceding the annual vote and election. The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law §2018-c. Such form may include a driver's license, a nondriver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address. AND FURTHER NOTICE IS HEREBY GIVEN that applications for early mail voting may be applied for at the Office of the District Clerk. Such requests must be received by the District Clerk at least seven (7) days before the vote set in this notice if the ballot is to be mailed to the voter, or the day before the vote if the ballot is to be issued to the voter or their agent in person. Early Mail Voting ballots must be received in the office of the District Clerk not later than 5:00 PM on the day of the vote. AND FURTHER NOTICE IS HEREBY GIVEN that a list of persons to whom early mail ballots are issued will be available for inspection to qualified voters of the district in the office of the District Clerk of the school district on weekdays between the hours of 7:00 am – 3:30 pm from the filing of such list until the day set for the board election and budget vote. Any qualified voter may object to the voting of the ballot upon appropriate grounds by making a challenge and the reason therefore known after review in the District Clerk's office and the District Clerk will submit the challenge to the inspectors of the election before the close of the polls. AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education in accordance with Sections 2035 and 2008 of the Education Law, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at said election, must be filed with the District Clerk, on or before April 20, 2026 at 5 p.m. prevailing time; must be typed or printed in the English language; must be directed to the Clerk of the School District; must be signed by at least twenty-five (25) qualified voters of the District or 2% of the number of actual voters from the previous regular election, whichever is greater; and must state the name and residence of each signer. However, the School Board will not entertain any petition to place before the power of the voters to determine, or any proposition which failed to include a specific appropriation where the expenditures of monies is required by the proposition. AND FURTHER NOTICE IS GIVEN that, in the event a future order from the Governor of the State of New York, or other entity with jurisdiction, precludes or delays the holding of this election, notice of such preclusion or delay will be provided to the press and posted on the School District website.
