NOTICE OF BUDGET
HEARING AND VOTE
HARPURSVILLE CENTRAL SCHOOL DISTRICT
A budget hearing for the inhabitants of the Harpursville Central School District qualified to vote at School District Meetings will be held in the Harpursville Jr. Sr. High School Room 101, Harpursville, New York, commencing at 6:00 PM on Wednesday, May 6, 2026, at which time there shall be presented the proposed school district budget for the upcoming school year.
Date of Vote The vote upon the appropriation of the necessary funds to meet the estimated expenditures or for any propositions involving the expenditure of money or the authorizing of levy of taxes, as well as the election of members of the Board of Education shall be held on Tuesday, May 19, 2026 between the hours of 2:00 PM and 8:00 PM in the W.A. Olmsted Elementary School Gymnasium.
Statement of Money Required for Next School Year A copy of the statement of the amount of money which would be required for the next school year for school purposes shall be completed seven days before the budget hearing and may be obtained by any resident of the District at each schoolhouse on or after April 29, 2026, between the hours of 8:00 AM and 3:00 PM, except Saturday, Sunday or holidays, by contacting the District Clerk via email at trhodes@hcs.stier.org or by appointment at (607) 693-8112. The 2026 Exemption Impact Report will also be attached to the proposed budget.
Vote for Board Members Petitions nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District between the hours of 8:00 AM and 3:00 PM, not later than April 20, 2026. The following vacancies are to be filled:
One five-year term ending June 30, 2031 currently held by Michelle Noyes.
One five-year term ending June 30, 2031 currently held by Tom Fargo.
One two-year term ending June 30, 2028 currently held by Kelly Nabinger, formerly held by Bernie Scott.
Each petition must be addressed to the Clerk of the District, shall state the name and address of the candidate, shall include the signature of the candidate, shall be signed by at least 25 qualified voters of the District, shall describe the specific vacancy on the Board of Education for which the candidate is nominated, which description shall include at least the length of term of office, and the name of the last incumbent. No person shall be nominated for more than one specific office.
Additional Propositions
In addition to the proposed Budget, which will appear on the ballot as Proposition No. 1, voting will take place upon the proposition stated below:
Proposition No. 2
Bus Bond Proposition
Shall the following resolution be adopted, to wit: RESOLVED, that the Board of Education of the Harpursville Central School District, Broome and Chenango Counties, New York, is hereby authorized to purchase two school buses, 1 standard and 1 wheelchair and 1 Suburban, including incidental equipment and expenses in connection therewith, at a maximum estimated cost of $520,000 and that said amount, or so much thereof as may be necessary shall be raised by the levy of a tax upon the taxable property of said District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said District shall be issued.
Other Propositions
Any proposition that is required to be included for vote shall be submitted in writing by means of a petition signed by at least 25 qualified voters, stating the residence of each signer, which proposition shall be filed with the Board of Education not later than April 20, 2026, unless a greater number of days is required by statute. Any proposition shall be rejected by the Board of Education if the purpose of the proposition is not within the powers of the voters or where the expenditure of monies is required for the proposition, and such proposition fails to include the necessary specific appropriation.
Absentee Voting Applications and Ballots
Applications for absentee ballots may obtained from and filed with the Office of the District Clerk, 54 Main St., Harpursville, New York. Such requests must be received by the District Clerk at least seven days before the vote set in this notice if the ballot is to be mailed to the absentee voter, or the day before the vote if the ballot is to be issued to the voter or their agent in person. Absentee ballots must be received in the office of the District Clerk no later than 5:00 PM on the day of the vote.
Military Voting Applications and Ballots
Applications for military ballots may be applied for at the Office of the District Clerk, 54 Main St., Harpursville, New York, or by email to tabbyr@hcs.stier.org. A request for a military ballot application may indicate the military voter’s preference for receiving the application by mail, facsimile transmission, or electronic mail. Such designation shall remain in effect until revoked or changed by the military voter. A request for a military ballot application must be received by the District Clerk or a designee of the Board of Education on or before April 24, 2026. Ballots for military voters shall be mailed, or otherwise distributed, no later than May 5, 2026. Military ballots must be received in the office of the District Clerk before 5:00 PM on the day of the vote.
Early Mail Voting Applications and Ballots Applications for early mail voting may be obtained from and filed with the Office of the District Clerk, 54 Main St., Harpursville, New York. Such requests must be received by the District Clerk at least seven (7) days before the vote set in this notice if the ballot is to be mailed to the voter, or the day before the vote if the ballot is to be issued to the voter or their agent in person. Early Mail Voting ballots must be received in the office of the District Clerk no later than 5:00 PM on the day of the vote.
Challenges to Absentee/Military/Early Mail Ballots
A list of all persons to whom absentee, military voter, and early mail ballots have been issued shall be available for public inspection by appointment with the District Clerk during regular office hours which are between the hours of 8:00 AM and 3:00 PM. Any qualified voter may upon examination of such list, file written challenge of the qualifications of a voter of any person whose name appears on such list, stating the reasons for the challenge. Such written challenge shall be transmitted by the Clerk or designee to the inspectors of election on Election Day.
