NOTICE OF ANNUAL DISTRICT MEETING AND ELECTION
CHENANGO VALLEY CENTRAL SCHOOL DISTRICT
Budget Public Hearing
NOTICE IS HEREBY GIVEN, that a public hearing, will be held on Tuesday, May 5, 2026, at 6:00 p.m. (E.D.S.T.), at 221 Chenango Bridge Road, Binghamton NY for the presentation of the budget, at which hearing a detailed statement of the amount of money which will be required for the ensuing year for school purposes, exclusive of public moneys, shall be shown in full. A copy of said statement will be posted on the district website, and may be obtained by any taxpayer at the District Offices from the Clerk of the District between the hours of 9 a.m. and 4 p.m. on and after April 28, 2026 (excluding Saturdays, Sundays and holidays).
Annual District Meeting and Election
Notice is also given that the Annual District Meeting and Election of the qualified voters of the Chenango Valley Central School District will take place on Tuesday, May 19, 2026, at the Chenango Valley Middle/High School in said district, Town of Fenton, Broome County, New York, 221 Chenango Bridge Road, between the hours of 12 noon and 8:00 p.m. (E.D.S.T.). The Annual District Meeting and Election shall be held for the following purposes:
a) To vote on the annual district budget for the school year commencing July 1, 2026 and ending June 30, 2027, as adopted by the Board of Education, to appropriate the necessary funds required to meet the expenditures and to authorize the levy of taxes therefore (exclusive of public monies).
b) To elect one member of the Board of Education, for a four (4) year term, commencing July 1, 2026, and ending June 30, 2030.
c) To vote on the following propositions:
PROPOSITION NO. 1
Bus Bond Proposition
Shall the Chenango Valley Central School District, Broome County, New York, be authorized to purchase school bus vehicles, including costs incidental thereto and the financing thereof, at a total maximum estimated cost of Six Hundred Fifty Thousand Dollars ($650,000), and that such sum shall be raised by the levy of a tax upon the taxable property of said School District to be collected in annual installments as provided by Section 416 of the Education Law; and in anticipation of such tax, obligations of said School District shall be issued or, in the alternative, entering into a lease purchase agreement for same?
PROPOSITION NO. 2
Library Levy Proposition
Shall the proposition be approved authorizing the Board of Education of the Chenango Valley Central School District to levy taxes annually in the amount of Two Hundred Three Thousand Eight Hundred Seventy-Seven Dollars ($203,877) and to pay over such monies to the trustees of the Fenton Free Library for the purpose of funding the Fenton Free Library?
Voting on the budget, the election of Board of Education members and any propositions will be by ballot and optical scanners.
Nomination Petitions for Board of Education Candidates
Notice is also given that petitions to nominate candidates for the office of member of the Board of Education must be filed in the office of the Clerk of the District between the hours of 9:00 a.m. and 4:00 p.m. not later than the 30th day preceding May 19, 2026.
Nominating petitions must be directed to the District Clerk, shall be signed by at least twenty-five (25) qualified voters of the District or two percent (2%) of the voters who voted in the previous Annual District Election, whichever is greater, and shall state the residence of each signee. Each petition shall state the name and residence of the candidate who is being nominated for a member of the Board of Education.
Qualified Voters
AND FURTHER NOTICE IS HEREBY GIVEN, that the qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days preceding the annual vote and election. The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address.
Absentee and Early Mail Voting Ballots
Applications for absentee ballots and early mail voting ballots may be applied for at the District Office at 221 Chenango Bridge Road, Binghamton, NY 13901. With respect to applications for early mail voting ballots, such applications may be made not more than thirty (30) days prior to the date of the vote set forth in this Notice. With respect to both absentee and early mail voting ballots, all requests for the same must be received by the District Clerk at least seven (7) days before the date of the vote if the ballot is to be mailed to the absentee or early mail voter, or the day before the date of the vote if the ballot is to be delivered personally to the absentee voter or early mail voter. Please note that a voter who applies for and is issued an early mail voting ballot will not be eligible for an absentee ballot for the same election.
Completed absentee ballots and early mail voting ballots must be received by mail or personal delivery in the office of the Clerk of the District at 221 Chenango Bridge Road, Binghamton, NY not later than 5:00 p.m. on the date of the vote set forth in this Notice.
Military Ballots
Applications for military ballots may be applied for at the Office of the District Clerk, 221 Chenango Bridge Road, Binghamton, NY 13901, or by email to lpetryla@cvcsd.stier.org. A request for a military ballot application may indicate the military voter’s preference for receiving the application by mail, facsimile transmission, or electronic mail. Such designation shall remain in effect until revoked or changed by the military voter. Military ballot applications must be received by the District Clerk or a designee of the Board of Education on or before April 23, 2026. Ballots for military voters shall be mailed, or otherwise distributed, no later than April 24, 2026.
Challenges to Absentee/Early Mail Voting/Military Ballots
A list of all persons to whom absentee, early mail voting and military voters’ ballots have been issued shall be available for public inspection at the District Office between the hours of 9:00 a.m. and 4:00 p.m. until the day of the election. Any qualified voter may, upon examination of such lists, file written challenge of qualifications as a voter of any person whose name appears on such lists, stating the reasons for the challenge. Such lists shall be posted in a conspicuous place during the election, and any qualified voter may challenge the acceptance of the absentee, early mail voting or military voters’ ballots or a person on such lists, by making this challenge and the reasons for the challenge known to the inspectors of election before the close of the polls.
