NOTICE OF BUDGET HEARING AND VOTE
OWEGO APALACHIN CENTRAL SCHOOL DISTRICT
Budget Hearing
A budget hearing, for the inhabitants of the Owego Apalachin Central School District qualified to vote at School District meetings, will be held at Owego Apalachin Central School District Office on May 11, 2026 at 6:00PM, where there shall be presented the proposed school district budget for the following school year.
Date of Vote
The vote upon the appropriation of the necessary funds to meet the estimated expenditures or for any propositions involving the expenditure of money or the authorizing of levy of taxes, as well as the election of members of the Board of Education, shall be held on Tuesday, May 19, 2026, at Owego Apalachin District Office, and the Apalachin Elementary School.
Statement of Money Required for Next School Year
A copy of the statement of the amount of money which would be required for the next school year for school purposes shall be completed seven days before the budget hearing and may be obtained by any resident of the District at each schoolhouse during the period of 14 days immediately before the annual meeting and election, between the hours of 9:00 a.m. and 3:00 p.m., except Saturday, Sunday, or holiday.
Vote for Board of Election Members
Petitions nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District between the hours of 9:00 a.m. and 4:00 p.m. not later than April 20, 2026. The following vacancies are to be filled:
A three-year term presently held by Mr. Michael Aubel ending June 30, 2026
A three-year term presently held by Mr. Joseph Palladino ending June 30, 2026
A three-year term presently held by Mrs. Jessica Silvanic ending June 30, 2026.
Each petition must be addressed to the Clerk of the District, be signed by at least 25 qualified voters of the District, shall state the residences of each signer, and the name and address of the candidate. Vacancies upon the Board shall not be considered separate specific offices. The three individuals receiving the highest number of votes shall be elected to the vacancies.
Qualified Voters
AND FURTHER NOTICE IS HEREBY GIVEN, that the qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days preceding the annual vote and election. The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address.
Propositions:
Notice is also given that additional to the proposed Budget, which will appear on the ballot as Proposition No. 1, voting will take place upon the propositions stated below. Voting will be by ballot and optical scanners as provided by the Education Law.
Proposition 2:
BUS BOND PROPOSITION
RESOLVED, that the Owego Apalachin Central School District is authorized to purchase school buses, at a maximum estimated cost of $1,085,000.00,(4-70 passenger and 1-64 passenger W/C accessible) and said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said District shall be issued.
Proposition 3
LIBRARY LEVY PROPOSITION
SHALL the Board of Education of the Owego Apalachin Central School District be authorized to approve an increase of $5,000.00, for a total of $177,444.00, for the amount to be raised by tax for the support of the Apalachin Library?
Additional Propositions
Any proposition that is required to be included for vote shall be submitted in writing by means of a petition signed by at least 25 qualified voters, state the residence of each signer, which proposition shall be filed with the Board of Education not later than 20 days before the date of the election as set forth in this notice, unless a greater number of days in required by statute. Any proposition shall be rejected by the Board of Education if the purpose of the proposition is not within the powers of the voters or where the expenditure of monies is required for the propositions and such proposition fails to include the necessary specific appropriation.
Absentee Ballots
Applications for absentee ballots may be applied for at the District Office. Such applications must be received by the District Clerk at least seven days before the vote set in this notice, if the ballot is to be mailed to the absentee voter, or the day before the vote, if the ballot is to be personally to the absentee voter. Absentee ballots must be received in the office of the Clerk of the District not later than 5:00 p.m. on the date of the vote. A list of all persons to whom absentee voters’ ballots have been issued shall be available for public inspection during regular office hours which are between the hours of 9:00 a.m. and 3:00 p.m. Any qualified voter may, upon examination of such list, file a written challenge of qualification of a voter of any person, whose name appears on such list, stating the reasons for the challenge. Such list shall be posted in a conspicuous place during the election, and any qualified voter may challenge the acceptance of the absentee voters’ ballot or a person on such list, by making this challenge and the reason for the challenge known to the inspectors of election before the close of the polls.
NOTICE IS HEREBY GIVEN that the descriptions of the boundaries of the election district in which the District is divided are in the file and may be inspected in the office of the District Clerk located at 5 Sheldon Guile Boulevard, Owego, New York 13827. The election districts and the place in each district at which the vote will be held are as follows:
