Oyster Bay Regional
Treatment Facilities
The City of Bremerton is soliciting Statements of Qualification from consulting firms with expertise in Civil and Stormwater Engineering Design for the Oyster Bay Regional Treatment Facilities project.
Project Description
This project will design stormwater treatment facilities certified by the Washington State Technology Assessment Protocol – Ecology (TAPE) program to treat the 81.5-acre Oyster Bay urban drainage basin within city right-of-way near the intersection of Kitsap Way and Oyster Bay Ave. The project will advance the existing concept design to the 90% complete level and will obtain required permits and approvals for work that is conducted within the Oyster Bay shoreline zone. A 90% design package will be prepared including engineering plans, cost estimates and specifications along with an addendum to the existing Design Report.
The project includes completion of all cultural and environmental reviews, permitting and approvals needed to meet federal, state, and local requirements. This includes preparation of a JARPA form and supporting documents (Biological Assessment, Mitigation Plan, Submerged Aquatic Vegetation Survey), SEPA checklist, Inadvertent Discovery Plan (IDP), and Shoreline Substantial Development Permit (SSDP) application (including associated Habitat Management Plan/Mitigation Plan/No Net Loss Analysis Report). Permits will be obtained from the City of Bremerton (SSDP and SEPA), Washington Department of Fish and Wildlife (HPA), and Corps of Engineers (Nationwide Section 404 Permit). Approval from the Washington Department of Natural Resources (WDNS) for activities on state tidelands will also be obtained for retrofit of the existing degraded outfall.
The project is funded by a Department of Ecology grant and local match funds.

Addenda to this solicitation, if required, will be posted to the City’s website a minimum of 1 week prior to the SOQ due date with no formal notification process. The City of Bremerton reserves the right to retain the services of the successful firm(s) for any subsequent project phases, such as Final Design and/or Construction Phase Services, associated with the project.
Anticipated Schedule
The anticipated schedule for the project is as follows:
July 13, 2026 – SOQ submittal deadline, 1:00 pm
Week of August 3rd, 2026 – SOQ Interview Phase (at City’s discretion)
August 2026 – Contract Negotiation and Notice to Proceed
February 2027 – 60% Plans and Cost Estimate
December 2027 – Cultural and Environmental Permits and Approvals completed
January 2028 – 90% Plans, Specifications, and Cost Estimate
March 2028 – Department of Ecology Acceptance and Project Completion
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1. Qualifications of the Project Manager and Key Team Members assigned to this project
2. Qualifications and Experience of Firm/Team on Similar Projects (include client’s contact information)
3. Firm/Team’s Project Approach
4. Firm/Team’s Project Management and Schedule Approach
5. Firm/Team's Familiarity with Applicable Standards and Design Practices
Submittal
Proposals will only be accepted by email for this solicitation. All proposals must be in PDF format and no greater than 10 MB in file size. Submittals should include the project name in the subject line. It is recommended under Message Properties that the box for “Request a delivery receipt for this message” be checked as this is the only method by which verification of delivery will be given.
Consultants are invited to submit their Statement of Qualification (SOQ) at their own cost. The City assumes no obligation of any kind for expenses incurred by any respondent to this solicitation. The format of the submittal must be as follows:
• 8.5”x11” single sided sheets, and with font size no smaller than 11 points; and
• If charts and/or graphs are utilized, font size must be no smaller than 9 points.
• The SOQ packet is limited to 15 pages, not including the front and back cover.
Your SOQ must consist of:
• Transmittal letter
• Responses to Evaluation Criteria 1 through 5
• Name and contact information of Project Manager and Principal-in-Charge, and number of employees in each firm proposed on the project
SOQs shall be emailed to olivia.paraschiv@ci.bremerton.wa.us no later than 1:00 pm (on the City Project Manager’s Clock) on Monday, July 13, 2026. Submittals will not be accepted after that time.
