Description of Proposal: Hilder Pearson Elementary SDAP (25-03877); Construction of 4,600sq ft Gymnasium, Additional Parking, Extend Drop-off Queue, Add Accessible Pathways, and Utility Improvements
Construction includes an approximately 4,580 SF gym addition with site improvements such as a new parking lot, a new entrance-only driveway to increase the pick-up / drop-off queue, and accessible pathways. New driveway entrance/exit provides fire department emergency access route.
Proposed hard surface area includes .5 acres (52% of the project limits). The total colume of proposed cut is 1,000 CY and the total proposed volume of fill is 1,300 CY. There are 12 total pine and fir trees proposed for removal, with a 9-inch average diameter.
The proposed private storm drainage system umprovments include a detention facility located under the proposed queue lane addition, and stormfilter catch basins to treat runoff from pollution-generating surfaces. Stormwater will tie into the existing onsite conveyance system and outfall to the existing drainage swale along Highway 308, eventually draining to a wetland approximately .25 miles from the site.
SEPA Determination:The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request. Comment Period:This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.
COMMENTS:The Department received no comments on the project.
Conditions:Project shall follow Stormwater controls and provisions in Title 12.Project shall follow the recommendations in the geotechnical report prepared by Associated Earth Sciences dated March 17, 2025.
