Description of Proposal: Central Kitsap Fire & Rescue Fire Station (25-03898]; Demolish Existing Fire Station, Parking, Drive Aisle, Fuel Station, Patio, & Sidewalk and Replace with New 14,680sq ft Fire Station
Central Kitsap Fire & Rescue proposes to demolish an existing fire station of 13,429 SF floor area along with its associated parking/drive aisle, fuel station, patio, sidewalk, lawn and landscaping areas to allow for the construction of a new fire station of 14,680 SF floor area. In addition to a new fire station, site improvements to the project area will include a wash bay and fuel station, stormwater conveyance and management systems, site utilities and lighting, paved parking and drive aisles, sidewalks, landscaping and retaining walls. Off-site/frontage improvements are also proposed along NE Fairgrounds Rd, including shoulder/bike lane and/or curb, gutter and sidewalk.
The proposal also includes demolishing the existing fire towel and building a new straining structure (part of a separate permit) and a truck wash facility and new truck refueling facility with an above-ground tank. Secured parking will be included to support a shift of 8 personnel, and public parking will be installed in the unsecured area of the facility for a total of 28 stalls.
The building willk include 4 back-in apparatus bays and sleeping area for 8 personnel. Working areas for station and district personnel are also included.
Total cut will be 6,700 CY and total fill will be 9,500 CY.
Development is entirely outside the buffer and building setback of an off-site Category IV wetland.
SEPA Determination:The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request. Comment Period: This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.
COMMENTS:The department did not receive any comments.
Conditions:Project shall follow Stormwater controls and provisions in Title 12.Project shall follow the recommendations in the Wetland delineation report prepared by Ecological Land Services, dated September 29, 2025.
