A CERCLA FIVE-YEAR REVIEW OF THE
BRAC PORTION OF RICKENBACKER AIR NATIONAL GUARD BASE, COLUMBUS, OHIO
The Department of the Air Force has finished a review of environmental remediation actions at the Base Realignment and Closure (BRAC) Portion of Rickenbacker Air National Guard Base (ANGB) in Columbus, Ohio. This is the fourth five-year review (FYR) of environmental restoration projects at the former installation. The purpose of the FYR is to confirm that the selected remedies for environmental cleanup sites at the BRAC Portion of Rickenbacker ANGB are functioning as intended and continue to protect public health and the environment. The three sites evaluated were SS021, SS041 and SS042.
Environmental remediation actions at the installation are being addressed under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, 42 U.S.C. §§ 9601–9675). The FYR cycle is required by CERCLA when remedial actions leave hazardous substances, pollutants, or contaminants at a site that prevent unlimited use and unrestricted exposure. The review includes inspection of the site, review of land use controls (LUCs) and maintenance records, and evaluation of any new, relevant regulatory requirements that have been established since the cleanup decision was finalized.
Data reviewed to complete this FYR were collected from January 2018 to March 2025. Based on the results of this FYR for the BRAC Portion of Rickenbacker ANGB, remedies are short-term protective of human health and the environment at Sites SS021, SS041, and SS042. The "short-term protective" designations are due to groundwater contamination extending beyond the LUC boundary in an area with no completed exposure pathways at site SS021, the absence of LUCs in the Installation Development Plan for site SS041, and the need to evaluate the VI pathway for vacant sites SS021, SS041, and SS042
This FYR recommends completion of groundwater delineation at SS021 and extension of the LUC boundary, amendment of the IDP to add LUCs for site SS041, and a determination of whether there is an unacceptable VI risk at Sites SS021, SS041 and SS042.
