Bids received after the deadline for any reason shall not be considered and will be returned to the sender.   All bids submitted are subject to these instructions and to the Instructions to Bidders for Contracts, form HUD-5369. The failure to abide by these instructions in any way, including but not limited to the failure to submit all required documentation, may lead to the bid being rejected as non-responsive.   The Housing Authority reserves the right to reject any and all bids and/or to waive any informality in the bids. No bids may be withdrawn within sixty (60) days after the submission deadline.   The contract(s) shall be awarded on a per-item or per-category basis to the company who submits the lowest responsible and responsive bid.
