NOTICE TO BIDDERS
PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the Township of Monroe for the PY' 2025 CDBG Improvements to Monroe Township Municipal Building in the Township of Monroe, Gloucester County, New Jersey.
NOTICE IS HEREBY GIVEN. THIS PROJECT IS FINANCED THOUGH THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM WITH FUNDS OBTAINED FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. OWNER IS AN EQUAL OPPORTUNITY AND AFFIRMATIVE ACTION EMPLOYER. MINORITY-OWNED AND WOMEN-OWNED BUSINESSES ARE ENCOURAGED TO SUBMIT BIDS. THIS PROJECT IS SUBJECT TO MEET FEDERAL LABOR STANDARDS PROVISIONS DAVIS BACON WAGE LAWS AS EXPLAINED IN HUD FORM 4010. ALL WORK PERFORMED ON THE PROJECT WILL BE SUBJECT TO THE APPROVED WAGE DETERMINATION RATES IN BID DOCUMENTS. THE WORK TO BE PERFORMED UNDER THIS CONTRACT IS SUBJECT TO THE REQUIREMENTS OF SECTION 3 OF THE HOUSING AND URBAN DEVELOPMENT ACT OF 1968, 12 U.S.C. 1701U (SECTION 3). THE PURPOSE OF SECTON 3 IS TO ENSURE THE EMPLOYMENT AND OTHER ECONOMIC OPPORTUNITIES GENERATED BY HUD ASSISTANCE SHALL, TO THE GREATEST EXTENT FEASIBLE, BE DIRECTED TO LOW- AND VERY LOW-INCOME PERSONS. SECTION 3 BUSINESSES ARE ENCOURAGED TO SUBMIT BID PROPOSALS.

Said Bids will be received, opened and read aloud in public in the 2nd floor meeting room at the Municipal Building, 125 Virginia Avenue, Williamstown, Gloucester County, New Jersey 08094, on Wednesday, February 18, 2026, at 10:00 AM, prevailing time.
Electronic download link for copies of the bid forms, contracts and specifications may be obtained from said Remington and Vernick Engineers, by prospective bidders upon request, upon payment of the sum of $50.00 for each set. Should interested bidders not have the ability to handle electronic download sets, a set may be arranged to be sent overnight by calling 856 795 9595.
NO BIDS ARE TO BE PICKED UP AT THE ENGINEER’S OFFICE OR AT THE MUNICIPALITY OFFICES.
PAYMENT MUST BE RECEIVED PRIOR TO OBTAINING SAID SPECIFICATIONS.
NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER’S OFFICE.
The Township of Monroe reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Township of Monroe, in accordance with applicable law.
Bids must be on the bid form prepared by Remington and Vernick Engineers, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to Aileen Chiselko, Clerk, Township of Monroe, 125 Virginia Avenue, Williamstown, New Jersey 08094.
Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Township of Monroe in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond.
The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township of Monroe in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work has been provided by the Township of Monroe in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq. (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.).
The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2 and submit a Disclosure Statement listing stockholders with his bid.
The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.
The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.
