STRATFORD BOROUGH JOINT LAND USE BOARD
NOTICE OF APPROVAL
PLEASE TAKE NOTICE that the Borough of Stratford Joint Land Use Board has granted Tiangang Zhuang amended minor site plan approval for the purpose of making changes to a previously approved site plan for the conversion of a vacant office building into twenty (20) 1-bedroom affordable apartments for veterans housing, with respect to property having a street address of 1 Colby Avenue, Stratford, New Jersey and being designated as Block 3, Lot 1 on the Borough of Stratford tax map.
The Property previously received minor site plan approval, use variance approval and bulk variance/design waiver relief by way of resolution #2018-1, memorialized on March 22, 2018 ("Prior Resolution"), for the conversion of an existing office building into twenty (20) residential units for Veterans housing (a Veterans' housing facility).
In this application, the Board approved modifications to the Prior approval, including but not limited to approval to: utilize the existing sanitary sewer connection to connect to existing sewer infrastructure rather than construct a new sewer main; retain the concrete walkway at the rear of the building rather than removing same; reduce the scope of proposed landscaping; install the proposed trash enclosure on existing asphalt behind a privacy fence and retain the existing pylon sign.
The approval was granted by the Board at the public hearing on April 23, 2026, and memorialized by a written Resolution adopted by said Board on June 25, 2026.
Copies of the approved plans and the Resolution of Approval are on file and available for inspection during regular business hours in the Office of the Borough of Stratford Joint Land Use Board at the Borough of Stratford Borough Hall, located at 307 Union Avenue, Stratford, New Jersey 08084.
