NOTICE OF OPEN-HOUSE PUBLIC HEARING ON DESIGN AND CONSTRUCTION SCHEDULE OF IMPROVE I-70: ROCHEPORT TO COLUMBIA PROJECT IN BOONE COUNTY Notice is hereby given to all interested persons that a public hearing will be held on Monday, March 2, from 4 to 7 p.m. at Boone Electric Cooperative located at 1413 Rangeline St. Columbia, MO 65201, and on Wednesday, March 4, from 5 to 7 p.m. Midway Golf and Games located at 5500 W Van Horn Tavern Rd. Columbia, MO 65203. Access for people with disabilities is available. All interested persons will be given an opportunity to be heard concerning their views on the design and proposed construction schedule of Improve I-70: Rocheport to Columbia with reference to the economic and social effects of such design, its impact on the environment, and its consistency with the goals and objectives of the community. An open-house format will be used, and persons may discuss the project and offer comments at any time between the prescribed hours. The information will be the same at each meeting location. This is the fourth construction project in MoDOT's Statewide Improve I-70 Program. The planned improvements from the contractor team, The ESS Team (comprised of contractor Emery Sapp & Sons and designer Parsons), includes constructing a third lane in each direction on I-70 between the Missouri River Bridge at Rocheport and approximately the U.S. Route 63 interchange in Columbia. Improvements include all new 11" full-depth concrete pavement, improvements to the I-70 interchanges/intersections at Route J/O, Midway (Route 40), Stadium Blvd., Business Loop 70, Providence Rd., Rangeline St., and U.S. Route 63, 14 new bridge structures, and new north and south outer roads connections across Perche Creek. Additionally, throughout construction two lanes of travel will be available for both directions of I-70 during peak travel times. Displays, construction phasing, schedule, and other detailed information prepared by the Missouri Department of Transportation will be available for public inspection and copying at the office of the Improve I-70 Central Project Director of the Missouri Department of Transportation, located at 5875 W Van Horn Tavern Rd. Columbia, MO 65203. Written statements and exhibits, as well as oral statements, will be received at the in-person hearings. Written statements and exhibits will be made a part of the public hearing transcript if received by Wednesday, March 25. In addition, all meeting materials and a webform to provide comments online will be available online no later than Monday, March 2 at: www.modot.org/projects/improvei70/rocheportcolumbia. Comments will be accepted online beginning on Monday, Feb. 23, through Wednesday, March 25. Tentative schedules for right of way acquisition and construction will be discussed at the hearing. Construction is expected to begin in approximately Spring/Summer 2026 with an anticipated completion in late 2029.
