Public Notice for Individual NPDES Permit Notice is hereby given that Heidelberg Materials Northeast LLC (St. Thomas Quarry), 409 Stenton Avenue, Flourtown, PA 19031 has applied to the Pennsylvania Department of Environmental Protection (DEP) for renewal of Individual NPDES Permit No. PA 0224359 associated with Surface Mining Permit No. 28030302. The NPDES permit area is 352.8 acres and is situated at 8153B Lincoln Way West, St Thomas, PA 17252 in St. Thomas Township, Franklin County, immediately north of the intersection of Lincoln Way West/Rt. 30 and Campbells Run Road. The receiving streams for this permit area are Campbells Run and an unnamed tributary to Campbells Run (designated use as CWF, MF). The permit area is in the Saint Thomas PA USGS 7.5-minute quadrangle map, near the center of the map. A copy of the permit application is available for public review at the St. Thomas Township Municipal Office at 965 Hade Road, Chambersburg, PA 17202. Written comments, objections, or a request for public hearing or informal conference may be submitted to DEP’s Cambria District Mining Office, 286 Industrial Park Road, Ebensburg, PA 15931 no later than October 29, 2025, and must include the person’s name, address, telephone number, and a brief statement as to the nature of the objection(s).
