HAMMONDSPORT CENTRAL SCHOOL DISTRICT 8272 Main Street Hammondsport, New York 14840 NOTICE OF VOTER REGISTRATION & ANNUAL SCHOOL DISTRICT MEETING NOTICE IS HEREBY GIVEN that the Board of Registration of the Hammondsport Central School District (the "District") will meet on Thursday, May 7, 2026 between the hours of 12:00 noon and 5:00 p.m. to prepare the register of the District for the District's Annual Meeting and Vote ("Annual Meeting") subsequent to, and any person who is not already registered shall be entitled to have his or her name placed upon such register providing that he or she is known or proves to the satisfaction of such Board of Registration to be entitled to vote at the District's Annual Meeting for which such register is prepared. And notice is also given that the District's Annual Meeting will be held in the Elementary School Gym of the District's Main Street School, located at 8272 Main Street, Hammondsport, New York, 14840, on Tuesday, May 19, 2026 from 11:00 p.m. – 8:00 p.m. prevailing time, for the purpose of electing one (1) members of the Board of Education, for voting on one or more propositions as detailed below, and for the transaction of such business as is authorized by the Education Law. And notice is also given that military voters, as defined by Part 122 of the regulations of the Commissioner of Education, who are qualified voters of the District, may apply for a military ballot during 7:30am to 3:30pm at the office of the District Clerk or may request an application from the District Clerk by email at hbadeau@hport.wynric.org. Military voters who are not currently registered may also apply to register as a qualified voter of the District by requesting a registration application from in the District Clerk's Office or by emailing the District Clerk at hbadeau@hport.wynric.org. Military voters may designate a preference to receive a military voter registration, military ballot application and military ballot by mail, facsimile transmission ("fax") or email in their request for such voter registration, ballot application and/or ballot. If no preference is selected, the District Clerk will transmit the military registration or ballot application or military ballot by mail. If a military voter designates a preference for fax or email transmission but does not provide the necessary fax number or email address, the District Clerk will transmit the military registration or ballot application or military ballot by mail. Military voter registration applications may be returned to the District Clerk by mail, in person or by email to hbadeau@hport.wynric.org. However, regardless of how a military ballot application or military ballot was received, the military voter must return the original military ballot application and military ballot by mail (or in person) to the District Clerk. Completed military voter registration applications and completed applications for military ballots must be received in the District Clerk's Office no later than 5:00 p.m. on April 24, 2026. Ballots for military voters shall be mailed, or otherwise distributed, no later than twenty-five (25) days prior to the election (April 24, 2026). The military voter's original military ballot must be received in the Office of the District Clerk by mail (or in person) not later than 5:00 p.m. on the day of the District's Annual Meeting in order to be canvassed. And notice is also given that the personal registration register will be filed in the District Clerk's Office located in the District's Business Office at the Main Street School, 8272 Main Street, Hammondsport, New York, 14840, and that such register will be open for inspection by any qualified voter of the District during the hours of 7:30 a.m. and 3:30 p.m. on each of the five (5) days prior to and the day of the Annual Meeting, except Saturday and Sunday. And notice is also given that a public hearing for the qualified voters of the District will be held at the District's Main Street School, 8272 Main Street, Hammondsport, New York, 14840 on Tuesday, May 7, 2026 at 6:00 p.m., prevailing time, for the presentation of the budget. And notice is also given that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes may be obtained by any taxpayer in the District during the 14 days immediately preceding the Annual Meeting, except Saturdays, Sundays or holidays, at the District's Central Office located at 8272 Main Street, Hammondsport, New York, 14840, between 7:30 a.m. and 3:30 p.m., and on the day of the Annual Meeting. Copies of the proposed budget are also available on the District's website at http://www.hammondsportcsd.org. And notice is also given that petitions for nominating candidates for the office of Member of the Board of Education are available in the District Central Office. Petitions must be filed in the District Clerk's Office, 8272 Main Street, Hammondsport, New York, 14840, between the hours of 9:00 a.m. and 5:00 p.m. no later than Monday, April 20, 2026 at 5:00 p.m. The following seat is to be filled on the District's Board of Education (the "Board"): • Five-year term (being left vacant by Corey Kennedy) Each petition must be directed to the Clerk of the District, must be signed by at least twenty-five qualified voters of the District, or two percent of the voters who voted in the previous Annual Meeting, whichever is greater, must state the name and residence of each signer, and the name and residence of the candidate and the specific vacancy on the Board for which the candidate is nominated, which shall include at least the length of the term of office and the name of the last incumbent. And notice is also given that the following proposition(s) will be voted on by qualified voters of the District by paper ballots, absentee ballot, or early mail ballot, as provided by the Education Law at the District's Annual Meeting: Proposition 1: That the proposed BUDGET for the fiscal year 2026-2027 be approved. Proposition 2: To elect one (1) members of the Board of Education to a five (5) year term commencing on July 1, 2026 and expiring on June 30, 2031 to succeed Corey Kennedy, whose term expires on June 30, 2026. Proposition 3: To levy taxes annually in the amount of $425,000 for the Fred & Harriet Taylor Memorial Library and $298,000 for the Pulteney Free Library to pay over such monies to the trustees of both public libraries to provide services to the residents of the school district. And notice is also given that Section 495 of the Real Property Tax law requires the district to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how the total assessed value of the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted by statutory authority, and show the cumulative impact of each type of exemption, the cumulative amount expected to be received as payments in lieu of taxes (PILOT) and the cumulative impact of all exemptions granted. In addition, said exemption report shall be posted on District Bulletin board(s) maintained for public notices, as well as on the district's website. And notice is also given that applications for absentee ballots and early mail ballots for voting on the above proposition(s) and candidates for the Board of Education may be obtained by qualified voters of the District upon written application made during school hours in the Office of the District Clerk. Completed applications must be received in the District Clerk's Office not earlier than April 20, 2026, and no later than May 12, 2026 if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter. Absentee and early mail ballots must be received in the District Clerk's Office no later than 5:00 p.m., prevailing time, on May 19, 2026. A list of all persons to whom absentee and early mail ballots shall have been issued will be available for public inspection in the Office of the District Clerk on each of the five (5) days prior to the Annual Meeting, except Saturdays and Sundays. A person shall be entitled to vote at any school meeting for the election of school district officers, and upon all other matters which may be brought before such meeting, who is a citizen of the United States, 18 years of age, a permanent resident within the District for a period of 30 days next preceding the meeting at which he offers to vote and a registered voter within the jurisdiction of Hammondsport Central School District. PLEASE TAKE NOTICE THAT NO REGISTRATION WILL BE ALLOWED ON THE DAY OF THE VOTE.
