ADVERTISEMENT FOR BID Sealed bids for the construction of CAMPO DEL SOL UNIT 3 will be received at the SLI ENGINEERING, INC. (hereafter "Engineer") located at 6600 Westwind Drive, El Paso Texas 79912 until 3:00 P.M. (MST) on WEDNESDAY, FEBRUARY 18, 2026. The scope of work primarily includes the construction of water facilities, sanitary sewer facilities, storm drainage facilities, paving, grading, signage, street lighting, and other related improvements to serve City of El Paso Municipal Management District No. 1. Pre-bid Conference A Mandatory Virtual Pre-Bid Conference for the Project will be held on Wednesday, February 4, 2026, at 2:00 PM (MST), using Microsoft Teams Meeting. An invitation to this Microsoft Teams Meeting can be requested by email to GHALLOUL@SLI-ENGINEERING.COM. Representatives from both the Owner and Engineer will attend the meeting to discuss the project. The Engineer will provide potential Bidders with records of any Addenda deemed necessary based on discussions or questions raised at the conference. All Bids must include either a bid bond, with the power of attorney attached, or a cashier's check for five percent (5%) of the total bid amount (covering all bid items), made payable to Franklin Mountain Communities LLC, a Texas limited liability company on behalf of the City of El Paso Municipal Management District No. 1.Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference. If a Bid significantly deviates from the contract documents and has not been clarified through a written Addendum before the Bid submission deadline, Owner's staff will consider it an exception and grounds for rejection. The Owner reserves the right to reject any or all Bids and to waive informalities or irregularities in the Bids received. Bidders are required to thoroughly review all terms and conditions outlined in the Contract Documents. Timely completion is critical; all work must be finished within the specified number of days listed in the Contract Documents after the Notice to Proceed is issued for March 2, 2026.
