REQUEST FOR INFORMATION (RFI) Erie County Office of Drug & Alcohol Abuse The Erie County Office of Drug & Alcohol Abuse is seeking information from qualified organizations and community stakeholders regarding Warm Hand-Off (WHO) services aligned with Pennsylvania Department of Drug and Alcohol Programs (DDAP) requirements. Warm Hand-Off programs are intended to provide a seamless transition from hospital or acute care settings to substance use disorder treatment and recovery services.
