ADVERTISEMENT FOR BIDS
The North East Borough will receive bids for the Wellington Bridge Rehabilitation over Sixteen Mile Creek. Bids will be received until 10:00 a.m., local time on May 12, 2026 at the Borough of North East, 31 West Main Street, North East, PA 16428, and then at said office publicly opened and read aloud. Each Contract shall consist of the of the following:
This project consists of the rehabilitation of the Wellington Street Bridge over Sixteen Mile Creek superstructure approximately (47 feet) including removal of the existing paved wearing surface on the existing prestressed concrete adjacent box beams. A new proposed reinforced concrete deck will be added making the existing beams composite. The bridge railings will be replaced with new reinforced concrete barriers and sidewalks. This project also includes approach pavement replacement, approach sidewalk replacement, guide rails, approach drainage and all other appertaining work. No work in the Creek is anticipated.
Each bid must be accompanied by proposal security in the form of a certified check or a bid bond in the amount equal to not less than ten (10%) percent of the total base bid price in accordance with provisions contained in the “Instruction for Bidders” section of the specifications. Proposal security shall be made payable to the North East Borough.
Copies of contract documents, including plans and specifications for the work may be examined at the Borough of North East, 31 West Main Street, North East, PA 16428. The contract documents may be examined and/or obtained by contacting Northeast Blueprint & Supply Company (www.northeastblueprint.com) at (216) 261-7500, upon advanced payment one-hundred dollars ($100.00) for the contract. Prospective bidders only need to purchase the contract documents for the Contract(s) that they intend to submit a bid for.
Additional fees may be incurred for postage and handling, as applicable. All payments are non-refundable. Northeast Blueprint & Supply will maintain the official plan holder’s list for the Contract. All bidders must be registered on the official plan holder’s list to submit an official bid for consideration. Addenda, if any, will be issued to only those persons or companies who have purchased a full set of contract documents.

No bidder may withdraw its bid for a period of 60-days after date of bid opening.
This Project is subject to PA Department of Labor Prevailing Wage Rate determinations. A copy of the
prevailing wage rates is included in the Contract Documents.
The North East Borough reserves the right to reject any or all bids or to waive any informality in the bidding and to accept the bid serving the best interest of the North East Borough.
