LABELLE DRINKING WATER IMPROVEMENTS
REQUEST FOR QUALIFICATIONS
City of LaBelle, FL (Owner) invites responses from interested parties to this Request for Qualifications (RFQ) for Construction Manager At-Risk (CMAR) Services for the LaBelle Drinking Water Improvements Project, which involves upgrades to the existing water distribution system piping, replacement of water main isolation valves and fire hydrants, installation of a new storage tank, and improvements to the Membrane Water Treatment Facility. The CMAR will engage in the Project at approximately the 60% Design stage. The goal is to create a Project Team which will include the Owner, the Design Engineer, and CMAR to work seamlessly to successfully design and construct the proposed Project. The purpose of this coordinated approach is to identify and mitigate risks, increase efficiency in the Project schedule and sequencing, enhance constructability and cost estimating, streamline Project execution, and maintain adequate operations during construction while also maintaining quality and cost control throughout the process.
Two RFQ's are being issued by the Owner concurrently. Respondents need to recognize and distinguish between "WWTP" and "WW" for the Wastewater project and "WTF" and "DW" for the Drinking Water project.
RFQ is subject to Section 255.20 Florida Statutes and other applicable Laws.

Virtual non-mandatory pre-SOQ meeting: 1:00 p.m. local time on April 23, 2026; access instructions are included in the RFQ.
Receipt of Statement of Qualifications (SOQ): 3:00 p.m. on May 19, 2026. Submit electronically in PDF format to web-based Procore project site, addressed to: City of LaBelle, FL, 481 W Hickpochee Ave, LaBelle, FL 33935, Attn: Deputy City Clerk.
The Owner expects to finance the resulting Contract with assistance from the Florida Department of Environmental Protection (FDEP), which administers a State Revolving Fund loan program supported in part with funds directly made available by grants from the United States Environmental Protection Agency (USEPA) and Supplemental Appropriation for Hurricanes Fiona and Ian (SAHFI). Neither the State of Florida nor the United States (nor any of their departments, agencies, or employees) will be a party to the resulting Contract or any lower-tier subcontract.
Applicable requirements include and compliance with the following is required as a minimum: Florida Administrative Code Chapter 62-503 (Revolving Loan Program), the Davis Bacon Act (including Federal Minimum Wage Rates); the American Iron and Steel requirements of H.R. 3547 "Consolidated Appropriations Act of 2014"; the Build America, Buy American Act requirements; United States-Produced Iron and Steel in Public Works Projects provisions; Prohibition on Certain Telecom and Video Surveillance Services or Equipment provisions; and the Uniform Relocation Assistance and Real Property Acquisition Policies Act; and FDEP Supplementary Conditions.
Good faith efforts, as defined in the FDEP Supplementary Conditions, shall be taken to assure that Minority Business Enterprises (MBEs) and Women's Business Enterprises (WBEs) are utilized, when possible, as sources of goods and services if Respondent or prospective contractors intend to let any lower-tier goods or services (including construction) subcontracts for any portion of the Work.
