Notice of Public Hearing PUBLIC NOTICE IS HEREBY GIVEN that a public hearing, as required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code"), will be held April 13, 2026, at 1:00 p.m. in Suite 600 of the law offices of GrayRobinson, P.A., 301 South Bronough Street, Tallahassee, Florida by the State of Florida through its designated hearing officer to provide a reasonable opportunity for interested individuals to express their views both orally and in writing, regarding a plan of finance of the Public Finance Authority (the "Issuer"), a unit of government and a body corporate and politic under the laws of the State of Wisconsin, to issue one or more series of revenue bonds (the "Bonds") in an aggregate principal amount not to exceed $750,000,000 for the purpose of, in part, financing facilities located in the State of Florida. In addition, the public hearing to be held by the State of Florida will be simultaneously accessible by residents, taxpayers and other interested persons telephonically on the date and at the time listed above by dialing into the toll-free telephone conference line number: (866) 388-7725 or (408) 418-9388, and entering access code: 2864 255 4597The portion of the proceeds of the Bonds expected to finance projects located in the State of Florida will not exceed $578,000,000 and will be used, together with certain other funds, for the purpose of (i) paying or reimbursing the Borrower and/or FRN, the costs of acquiring, directly or indirectly through the acquisition of a membership interest in the Users (as hereinafter defined), certain substance use disorder and behavioral health facilities and related improvements located in Florida and owned or operated by the Users as further described below (the "Project"); (ii) funding one or more debt service reserve funds for the benefit of the Bonds, if deemed necessary or desirable by the Issuer or the Borrower; (iii) funding working capital for the Borrower or the Users, if deemed necessary or desirable by the Issuer or the Borrower; (iv) funding interest accruing on the Bonds, if deemed necessary or desirable by the Issuer or the Borrower; and (v) paying certain expenses incurred in connection with the issuance of the Bonds, including the cost of any bond insurance or other credit or liquidity enhancement, if any. The Bonds will be issued as qualified 501(c)(3) bonds pursuant to Section 145 of the Code. All of the facilities and improvements financed or refinanced by the Bonds located in the State of Florida are or will be owned or principally used by one or more of the Borrower, FRN, Beacon Recovery Center LLC ("Beacon"), All Addiction Recovery LLC ("AAR"), Detox of South Florida, LLC ("DSF"), The Detox Center II LLC (the "Detox Center"), Prisma Recovery Center LLC ("Prisma"), Trost Health FL LLC ("Trost Health") and Trost FL LLC ("Trost" and, together with FRN, Beacon, AAR, DSF, the Detox Center, Prisma and Trost Health, the "Users"), at the addresses listed below. A general functional description of each facility, the location of each such facility and the estimated maximum aggregate principal amount of Bonds to be issued to finance the Project with respect to each such facility are listed below: 1. Daylight Recovery Center, an inpatient substance use disorder and behavioral health facility, located at 2521 Metrocentre Blvd., West Palm Beach, Florida 33407. Not to exceed $37,000,000 on Project. 2. Ember Recovery Center, an inpatient substance use disorder and behavioral health facility, located at 608 NE Second Ave, Okeechobee, Florida 34972. Not to exceed $34,000,000 on Project. 3. Kandela Recovery Center, an inpatient behavioral health facility, located at 1401 NW 9th Ave., Boca Raton, Florida 33486. Not to exceed $90,000,000 on Project. 4. Prisma Recovery Center, an inpatient behavioral health facility, located at 7205 Cypress Dr., Fort Myers, Florida 33907. Not to exceed $150,000,000 on Project. 5. Beacon Recovery Center, an inpatient substance use disorder and behavioral health facility, located at 803 NW 2nd Ave., Pompano Beach, Florida 33060. Not to exceed $90,000,000 on Project. 6. Trost Tallahassee, a facility used to provide virtual outpatient substance use disorder and behavioral health services as part of Trost Health, located at 113 South Monroe Street, 1st Floor, Tallahassee, Florida 32301. Not to exceed $6,000,000 on Project. 7. Trost Orlando, a facility used to provide virtual outpatient substance use disorder and behavioral health services as part of Trost Health, located at 111 N. Orange Ave., Suite 800, Orlando, Florida 32801. Not to exceed $6,000,000 on Project. 8. Offices used to operate a call center and for administrative services, located at 120 North Federal Highway, Suites 101, 201 and 300, Lake Worth, Florida 33460. Not to exceed $165,000,000 on Project. The public hearing is required by Section 147(f) of the Code. Written comments may be submitted to the State of Florida in the care of Hearing Officer Kyle Kemper, Leon County Attorney's Office, 301 S. Monroe St., Room 202, Tallahassee, Florida 32301 until 12:00 p.m. on April 13, 2026. Subsequent to the public hearing, the Issuer and the Borrower will seek the approval of the Governor of the State of Florida of the issuance of the Bonds for purposes of Section 147(f) of the Code. Comments made at the hearing are for the consideration of the Governor and will not bind the Issuer or the Governor as to any action either may take. Pursuant to Section 286.0105 of the Florida Statutes, as amended, the State of Florida hereby advises that if a person decides to appeal any decision made by the State of Florida with respect to any matter considered at such hearing, such person will need a record of the proceedings and, for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is based.
