Proceedings of the Brown County Board of Supervisors Regular & Budget Meeting October 29, 2025. Pursuant to Section 19.85 and 59.094, Wis. Stats, notice is hereby given to the public that the regular and budget meeting of the BROWN COUNTY BOARD OF SUPERVISORS was held on Wednesday, October 29, 2025 at 9:00 a.m., on Lower Level – Pine Room, Brown County Central Library, 515 Pine St., Green Bay, WI 54301. Board Chairman Buckley called the meeting to order at 9:00 a.m. Thereafter, the invocation was given by Vice Chair Kaster. Pledge of Allegiance. Roll call was taken. Twenty-one Supervisors were present: Antonneau, De Wane, Jacobson, Friberg, Borchardt, Vander Leest, Buckley, Dantinne, Dagneau, Rentmeester, Kaster, Van Dyck, McDonald, Labouvé, Coenen, Przybelski, Peters, Wolfe, Toellner, Lund, Pyle. Supervisors Theno (9:12AM) and Gannon (9:03AM) arrived late. Supervisors Nicholson, Lefebvre and Evans were excused. 5. Motion to approve the agenda as amended was approved. 6. Motion to approve the minutes of the September 17, 2025, meeting was approved. **Supervisor Gannon arrived (9:03AM) 7. Supervisors Peters and Przybelski addressed the Board under Announcements of Supervisors. 8. Late Communications: (None). 9. Appointments by the: 9a. County Board Chair: (None). 9b. Confirmation/Appointments by County Executive: (None). 10a. Report was given by Chairman Buckley. 10b. Report was given by County Executive Streckenbach. **Supervisor Theno arrived (9:12AM) 11. Other Reports. (None). **NON-BUDGETARY ITEMS** 12. Standing Committee Reports (NO ACTION REQUIRED) 12a. Motion to adopt the report of Administration Committee of October 9, 2025, was received and placed on file. 12b. Motion to adopt report of Education & Recreation Committee of October 2, 2025, was received and placed on file. 12c. Motion to adopt the report of Executive Committee of October 20, 2025, was received and placed on file. 12d. Motion to adopt report of Human Services Committee of October 8, 2025, was received and placed on file. 12e. Motion to adopt report of Planning, Development & Transportation Committee of October 7, 2025, was received and placed on file. 12ei. Motion to adopt report of Land Conservation Subcommittee of October 7, 2025 and October 27, 2025, was received and placed on file. 12f. Report of Administration Committee: 13ai. Legal Bills - Review and Possible Action on Legal Bills to be paid, was approved. 13b. Report of Human Services Committee: 13bi. HHS – Request for New Non-Contracted and Contracted Providers for August & September 2025, was approved. 13c. *Report of Planning, Development & Transportation Committee of September 2, 2025: 13ci. Review and possible action re: Awarding RFB #2757 – Auto-Clave Sterilizer for Airport. To approve Project 2757 Auto-Cave Sterilizer for Airport and award project to San-I-Pak for a total bid of $702,029.87 was approved. 14. Resolutions, Ordinances (Non-Budget): 14a. Resolution Approving Budget Adjustment to Various Department Budgets was approved. 25-061 HHS-CS *2025* This budget adjustment request will reallocate Loss Revenue funding to ARPA #69 HHS New Employee Referral Bonuses from ARPA #70 HHS CTC New Nursing Employee Sign-on Bonuses. Fiscal Impact: $10,720 25-067 FACILITIES *2025* This budget adjustment request is for the reallocation of sales tax funds from Project 2024-200 Courthouse Square Upgrades/ R&M to ARPA #25 Courthouse HVAC Upgrades. This budget adjustment is also to return unused Loss Revenue Funds for ARPA #26 and ARPA #29 to the Executive Committee. Fiscal Impact: $31,601 25-069 PARKS 2025 Parks: This budget adjustment is related to several park projects including: purchase and installation of Bay Shore Rockwood Lodge Historical Marker; safety PPE items; replacement mowers; dog park fencing replacement and parking lot maintenance. Camping and event parking revenues exceeded expectations, particularly during the 2025 NFL Draft, therefore this funding is being reinvested in the Parks through the projects mentioned above. Fiscal Impact: $70,000 25-070 PARKS 2025: A proposal was received by the Friends of Neshota Park for the purchase and installation of a 9-hole disc golf course. Total cost for this is estimated at $10,150. Parks will allocate $5,000 from the Contributions account to the Grounds Maintenance account with $5,150 matched by the Friends. Fiscal Impact: $5,150 Administration Committee 14bi. Ordinance to Amend Section 4.66 of Chapter 4 of the Brown County Code of Ordinances (Entitled 'Vacation') was approved. 14bii. Ordinance to Amend Section 3.22 of Chapter 3 of the Brown County Code of Ordinances (Entitled 'County Retention of Over-Payment') was approved. Executive Committee 14ci. Ordinance to Amend Section 2.02 of Chapter 2 of the Brown County Code of Ordinances (Entitled 'Meetings') was approved. 14cii. Ordinance to Create Section 2.14(23) of Chapter 2 of the Brown County Code of Ordinances (Entitled 'Parliamentary Procedure') was referred to Executive Committee. Human Services Committee 14di. Resolution Approving the Addition of Guardianship Competency Evaluation Fee to the Health & Human Services-Community Service Department Rates and Fees was approved. 15. Comments from the Public: (None). 16. Committee of the Whole: (None). 17. Closed Session: (None). **BUDGET REVIEW** ** 9:30 a.m. – PUBLIC HEARING ON THE PROPOSED 2026 ANNUAL BROWN COUNTY BUDGET 18. Comments from the Public on the proposed 2026 Annual Brown County Budget. Justin Spetel, Green Bay, spoke in support of the Neville Public Museum's budget and requested the Board approve its funding. Tarl Knight, Green Bay, spoke in support of the Neville Public Museum's budget and requested the Board approve its funding. **Although shown in proper format here, Items #20a-#20r were taken at this time. 19. Review of 2025 Budget & Budget Recommendation by Standing Committees. 19a. Motion to adopt the report of Administration Committee of October 9, 2025 (Budget Items) was approved. 19b. Motion to adopt report of Education & Recreation Committee of October 2, 2025 (Budget Items) was approved. 19c. Motion to adopt report of Executive Committee of October 20, 2025 (Budget Items) was approved. 19d. Motion to adopt report of Human Services Committee of October 8, 2025 (Budget Items) was approved. 19e. Education & Recreation Committee 20d. Resolution Approving New or Deleted Positions During the 2026 Budget Process in the Golf Course Department – Deletion and Addition of Various Positions was approved. 20e. Resolution Approving New or Deleted Positions During the 2026 Budget Process in the Zoo and Adventure Park Department – Deletion and Addition of Various Positions was approved. 20f. Resolution Approving New or Deleted Positions During the 2026 Budget Process in the Parks Department – Deletion and Addition of Various Positions was approved. Executive Committee 20g. Resolution Establishing the Salaries of Certain Elective Officials – County Board Chair, County Board Vice-Chair, Standing Committee Chairs and Non-Chair Supervisors was approved. Human Services Committee 20h. Resolution Approving New or Deleted Positions During the 2026 Budget Process in the Health and Human Services Department – Community Treatment Center Division – Deletion and Addition of Various Positions Including Front Receptionist Clerks was approved. 20i. Resolution Approving New or Deleted Positions During the 2026 Budget Process in the Health and Human Services Department – Community Services Division – Deletion and Addition of Various Positions was approved. 20j. Resolution Approving New or Deleted Positions During the 2026 Budget Process in the Health and Human Services Department – Public Health Division – Deletion and Addition of Various Positions was approved. 20k.
