HOUMA LA 70363 BOARD MEETING January 22, 2026 The meeting was called to order today January 22, 2026 by Board Chairman, Randy Lebouef, Jr. @ pm. Roll was called, Randy Lebouef, Jr., Gwendolyn Davis, Jay Wayne Celestin, and Ralph Singleton. Justin Champagne, Absent There are two vacancies. Guest was: Marilyn Staidum-Matthews, Secretary, and Kenyada Douglas, Park Maintenance Worker. Public in Attendance: NONE Minutes from December 18, 2025 was reviewed and amended to include that 75% of the materials for building is done, will finally fit, blast, paint and weld; per Chandlor. Location to place the Pavillion in the park was discussed. Motioned made by Jay Celestin and Gwendolyn Davis seconded "THAT, the minutes of meetings be approved with the necessary updates. (Ayes-4; Nays-0; Vacant-2; Absent-1). Election of Officers for 2026 was tabled until next meeting because of attendance of all board meeting. Reviewed and adopted Bylaws for 2026. Need to address why Mr. Herman Verdin is still listed as a board member and we have not received a letter or resignation. Mr. Verdin have not attended a board meeting since May 2025 thru January 2026. Will contact Tammy Triggs via email. Louisiana Compliance Questionnaire for our Annual Audit was Motion by Jay W. Celestin and 2nd by Gwendolyn Davis. All approved. Repairs completed by AAA Renovations for hurricane damage and wind driven damages for all the buildings on the grounds per quote of $12,600.00 dated 12/18/25 including the sheds, bathrooms, two storage buildings, and concession stand was approved by the board. The estimated did not include fixing the door and flooring inside the big press box, the repairs to the smaller press box and repairing the dugout benches. Work was competed on January 20, 2026. Additionally, a report was also attached detailing the progress on the Pavillion being constructed by Southern Fab. Need two additional quotes for other work to be done on the floors and the press boxes as well as stabilizing the press boxes. Will contact Alligator Contractors and Bowen Construction. Quotes need by 2/13/2026. New sign for Village East Park to be installed. The Nature Conservancy – Treesilience Grant Tree Planting emailed the locations for the trees to be planted at Lafayette Woods Park and Village East Park. Attached was also an outline on tree maintenance plans. Attached the updated email for the Sexual Harassment Training for 2026 for all board members and employees. Will email the attachment to each person. Financial Report for the month ending December 31, 2025 and Budget for 2026 was reviewed. Motion to accepted by Jay Celestin and 2nd by Ralph Singleton. General Discussion: Mats for the park Softball bases and mounds Dirt for fields / level fields Quick dry for fields (will get a price) Schools can practice at the park and a couple of games will be held.
