NOTICE OF ANNUAL BUDGET HEARING, ANNUAL
MEETING AND ELECTION

ALLEGANY COUNTY, NEW YORK
The Board of Education of the Genesee Valley Central School District, Allegany County, New York hereby gives notice that the Annual Budget Hearing on the proposed 2026-2027 budget and related propositions, will be held in the Media Lab Room #1121 of the Genesee Valley Central School at 1 Jaguar Drive in Belmont, New York, on Tuesday, May 5, 2026 at 5:30 p.m. A copy of the statement of the amount of money which will be required to fund the School District's budget for the 2026-2027 fiscal year, exclusive of public monies, and the tax exemption report, may be obtained by any District resident during the fourteen (14) days immediately preceding the aforesaid Annual District Meeting and Election (other than Saturday, Sunday or Holidays) at which the budget vote will occur. District residents may obtain this information at the office of the District Clerk at 1 Jaguar Drive, Belmont, New York, between the hours of 8:00 a.m. to 3:00 p.m. A copy will also be available on the School District's website at www.genvalley.org.
NOTICE IS HEREBY GIVEN that the Annual District Meeting and Election for qualified voters of the Genesee Valley Central School District, Belmont, New York will be held on Tuesday, May 19, 2026 at one location only: the pool vestibule of the Genesee Valley Central School building located at 1 Jaguar Drive, Belmont, New York, for the purpose of voting by paper ballots upon the propositions hereinafter set forth. Polls will be kept open between the hours of 12:00 noon and 8:00 p.m., prevailing time, on that day to vote upon the following items:
1. To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the School District.
2. To elect three (3) members of the Board of Education currently held by incumbents Timothy Hand, Michelle Kelley and Jamie Willson. Board seats are "at-large" meaning the three candidates that receive the three highest votes will fill the terms. The term of office for the three seats are five years, July 1, 2026 – June 30, 2031.
3. To adopt the following propositions:
PROPOSITION NO. 1 – SCHOOL BUS PURCHASE / USE OF TRANSPORTATION RESERVE FUND
Shall the following resolution be adopted?
RESOLVED, that the Board of Education of the Genesee Valley Central School District, Allegany County, New York is hereby authorized to purchase one (1) sixty (60)-passenger school bus with the ability to carry two (2) wheelchairs, at an estimated cost not to exceed one hundred ninety thousand dollars & 00/100 ($190,000.00) being the aforesaid maximum estimated cost, or so much thereof as may be necessary for use in the transportation program of the District, said funds shall be expended from the District's Transportation Reserve Fund - 2014, as duly established on May 20, 2014, in accordance with applicable provisions of New York State Law.
PROPOSITION NO. 2 – ANGELICA AND BELMONT FREE LIBRARIES
Shall the following resolution be adopted?
RESOLVED, that the Board of Education of Genesee Valley Central School District, Allegany County, New York, is hereby authorized to, and will, levy and collect taxes in the District in the fiscal year 2026-2027 in the amounts, respectively, of $58,000 for the Angelica Free Library and $68,269 for the Belmont Free Library to provide public library services, and pay over such funds to the Board of Trustees of each library, respectively.
NOTICE IS ALSO GIVEN that all candidates running for member of the Board of Education shall be nominated by Petition. Each nominating Petition shall be directed to the District Clerk, shall be signed by at least 25 qualified voters of the School District, shall state the name and residence of each signer, and shall state the name and residence of the candidate. Petitions must be filed with the District Clerk between the hours of 8:00 a.m. and 3:00 p.m., not later than Monday, April 20, 2026, at 5:00 p.m.
NOTICE IS ALSO GIVEN that the qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, (3) a resident within the School District for thirty (30) days preceding the annual vote and election, and (4) who is not otherwise prohibited from voting under the provisions of section 5-106 of Election Law.
NOTICE IS ALSO GIVEN that to be eligible to vote, a resident of the School District must be properly registered with the Allegany County Board of Elections or the Genesee Valley Central School District. A resident is properly registered if he or she: (1) properly presents himself or herself for registration at the appropriate time and place, as set forth below, or (2) has registered for school election purposes and has voted in any District annual or special meeting or election held during calendar years 2022, 2023, 2024 and 2025.
Voter registration will be held at the Office of the District Clerk at the Genesee Valley Central School, 1 Jaguar Drive, Belmont, New York by appointment, from May 5-14, 2026 (except Sunday), between the hours of 8:00 a.m. and 3:00 p.m., or Saturday by appointment, to prepare the register for the district.
Any person will be entitled to have his or her name placed upon the election district register, provided that he or she is known or proven to the satisfaction of the District Clerk to be then or thereafter entitled to vote at the election for which such register is prepared. The register of the election district for the annual election and budget vote will be available in the Office of the District Clerk, and such register will be open for inspection on each of the five (5) days prior to and the day set for the annual election and budget vote except Sunday.
NOTICE IS ALSO GIVEN that such annual election and budget vote will be conducted by paper ballots; that the Board of Education has adopted rules and regulations relative to the submission of questions or propositions by the electors of the District to be placed on said paper ballots, subject to the Education Law of the State of New York; copies of such rules and regulations may be obtained upon request from the District Clerk.
NOTICE IS ALSO HEREBY GIVEN that applications for absentee ballots may be obtained at the office of the District Clerk between the hours of 8:00 a.m. and 3:00 p.m., prevailing time, except Saturdays, Sundays and holidays. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the qualified voter, or on the day before the election if the ballot is to be issued personally to the qualified voter at the District Clerk's office. No Absentee ballot will be canvassed unless it is received prior to 5:00 p.m., prevailing time, on May 19, 2026, in the office of the District Clerk, 1 Jaguar Drive, Belmont, New York.
NOTICE IS ALSO GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application by not later than 5:00 p.m. on April 24, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electric mail. Military voter ballots must be received by the District Clerk not later than 5:00 p.m., on Tuesday, May 19, 2026.
NOTICE IS ALSO GIVEN that qualified early mail voters may apply for an early mail application at the Office of the District Clerk. Completed applications for early mail ballots may be accepted beginning April 20, 2026, through May 14, 2026, to receive the ballot by regular mail and not later than May 19, 2026, to have the ballot delivered to the qualified voter.
PLEASE TAKE FUTHER NOTICE that a list of all persons to whom absentee ballots, military ballots and early mail ballots have been issued will be available for inspection in the office of the District Clerk on each of the five (5) days prior to the day of the election (except Saturday and Sunday), and such list shall also be posted at the voting place during the election, and any qualified voter may challenge the acceptance of the absentee, military or early mail voter's ballot of any persons on such lists, by making his/her challenge and the reason therefor known to the Election Inspector before the close of the polls.
