SECTION 00020 – ADVERTISEMENT AND INVITATION TO BID
Sealed proposals will be received electronically via the PennBid Program by Jackson Township, Lebanon County, for 2026 Paving Projects until 10:00 a.m. prevailing time on Friday, March 2, 2026 at which time the bids will be opened, with the bid results posted on PennBid shortly thereafter.

Each proposal must be accompanied by a bank cashier's check or bid bond (in the required form) for ten percent (10%) of the bid total. If a bank cashier's check is used, it must be delivered to the Owner's address prior to the Bid opening and must be enclosed in an opaque envelope with the project title and the name and address of Bidder.
The proposed work involves base repairs, scratch and wearing courses along S. Fairlane Avenue; base repairs, scratch and wearing courses along W. Washington Avenue; paving fabric, scratch, and 1.5" wearing courses along Creamery Street; and milling and wearing course along W. McKinley Avenue.
Bidders are advised that prevailing wage rates and record-keeping procedures established by the Pennsylvania Department of Labor & Industry shall apply for bids over $100,000 and that minimum salaries and wages as set forth in the Contract Documents shall be paid on the project.
All Bidders must be PennDOT prequalified for the relevant paving work in order to submit a bid. Bidders shall submit a copy of their PennDOT ECMS Pre-Qualification Certificate. Proof of PennDOT prequalification is also required for any subcontractors.
Jackson Township hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects or irregularities in any bid at its sole discretion.
