Title: Adequacy Planning Guide (APG) Consulting Services
The New Mexico Public-School Facilities Authority (PSFA) seeks professional consulting services to comprehensively review and update the Adequacy Planning Guide (APG), Statewide Adequacy Standards, and the Maximum Allowable Gross Square Foot (GSF) Calculator to align with current educational practices, emerging programs, and statewide needs.

The RFP will be issued on April 26, 2026. A Mandatory Pre-Proposal Conference will be held on May 6, 2026, at 11:00 a.m. MST/MDT, via Microsoft Teams. Attendance at the pre-proposal conference is mandatory. Offerors failing to attend will be deemed non-responsive and will not be evaluated.
Potential Offerors are encouraged to submit written questions in advance of the conference to the Procurement Manager. The identity of the organization/individual submitting the question(s) will not be revealed. Additional written questions may be submitted at the conference. All written questions will be addressed at the conference. A public log will be kept of the names of potential Offerors that attended the pre-proposal conference. The deadline for written questions is May 11, 2026, and responses will be posted on or before May 15, 2026.

This procurement will be conducted in accordance with the New Mexico Procurement Code (NMSA 1978, §§13-1-28 through 13-1-199) and applicable procurement regulations. PSFA reserves the right to cancel this RFP or reject any or all proposal in whole or in part, when it is determined to be in the best interest of the State of New Mexico.
Late proposals will not be accepted.
