NOTICE OF INTRODUCTION
NOTICE IS HEREBY GIVEN, that the following Ordinance was submitted in writing at a Meeting of the Township Council of the Township of Parsippany-Troy Hills, in the County of Morris and State of New Jersey, held on January 27, 2026 introduced and passed on first reading and the governing body will further consider the same for second reading and final passage thereof at a Meeting to be held on February 17, 2026 at 7:00 p.m., prevailing time, or as soon thereafter as the matter may be reached, at the Municipal Building in said Township at which time and place a Public Hearing will be held thereon by the governing body, and all persons and citizens in interest shall have an opportunity to be heard concerning same. A copy of this ordinance has been posted on the Bulletin Board in the Municipal Building. During the week prior to and up to and including the date of such meeting, copies of said Ordinance will be made available at the Clerk's Office in said Municipal Building to the members of the general public who shall request the same.

AN ORDINANCE of the township council of the township of parsippany-troy hills, county of morris, statE of new jersey AMENDING SEWER CONNECTION FEES
WHEREAS, the Township of Parsippany-Troy Hills has recently reviewed the Sewer Connection Fees (329-and has performed calculations on amended 2025 Connection fees; and
WHEREAS, the Township has determined that a change in the Sewer Connection fees is warranted; and
WHEREAS, N.J.S.A. 40A:26a-11 sets forth the criteria allowable for the calculation of Sewer Connection fees calculations,
NOW, THEREFORE, BE IT ORDAINED by the Township Council of the Township of Parsippany-Troy Hills as follows:
Equivalent Domestic Unit. The following Sewer connection fees for Class 1 properties are established for the following years:
2025 $5,275.00
Daily flow per EDU is 152 gallons per day
Class1: Residential. Single-family, Condominiums, Townhouses, Apartments, Multifamily, Duplex, Age Restricted, Trailers and Mobile homes (per Unit); $5,275.00Class 2: Hotel or Motel: $2,637.50 (per room). This portion of connection fees applies only to the number of living units. An additional connection fee is imposed for kitchens, restaurants, taverns, laundries, offices and the like.Class 3: Nonresidential:
1 Per gallon per day (based on the estimate of water consumption): $34.70
2 Minimum Connection fee per unit: $5,275.00.
Estimated projected flow for Nonresidential users.
1 The projected flow criteria contained in N.J.A.C. 7:14a-23.3 shall be used to determine the estimated water consumption for nonresidential uses, whenever practicable. In the event that a type of use is not listed in N.J.A.C. 7:14a-23.3 the Township shall use treat this as flex space.
2 The following projected flow criteria are hereby adopted by the Township as additions or exceptions to those contained in N.J.A.C. 7:14a-23.3:

3 For the purpose of this article, and reference to "seat" in N.J.A.C. 7:14a-23.3 shall be deemed to mean the maximum permitted occupancy established pursuant to the Uniform Construction Code and/or the Uniform Fire Code.
Additional sewer capacity for nonresidential users. A nonresidential user shall be entitled to use the amount of sewer capacity, in gallons per day that was originally obtained through the payment of connection fee. An application for additional capacity shall be made by any nonresidential user whenever there is an increase in the estimated flow of water from any existing building, facility or structure resulting from any physical or operational change for which a building permit, site plan, subdivision, variance or other municipal approval is required.
