CITY OF SOUTH MILWAUKEE COMMON COUNCIL MEETING

Tuesday, December 16, 2025, Common Council Chambers at South Milwaukee City Hall, 2424 15th Avenue, South Milwaukee, Wisconsin. Mayor Jim Shelenske called the Common Council meeting to order at 7:01 PM. 6 Alderpersons were present.
The meeting was prefaced with the Pledge of Allegiance.
Citizen comment period was opened at 7:03 p.m. and closed at 7:03 p.m.
Mayor Shelenske called the public hearing regarding adoption of the South Milwaukee Water Utility Service Area Plan as required by Wis. Stat. §281.348 to order at 7:04 p.m.
MOTION by Olechowski/Bartoshevich to close the public hearing at 7:04 p.m. Motion carried 6-0.
MOTION by Briesemeister/Pieper to adopt the following items in the consent agenda: a) Approval of minutes from the December 2, 2025 Common Council regular meeting, b) Approval of the Schedule of Vouchers for the period November 1-30, 2025 in the amount of $2,685,103.66, c) Accept the resignation letter of Equipment Operator Bob Dufault, effective December 19, 2025, and d) Approval of appointments of Election Inspectors for the 2026-2027 term. Motion carried 6-0.
MOTION by Olechowski/Backes to adopt a resolution approving the 2026 Common Council meeting calendar. Motion carried 6-0.
MOTION by Briesemeister/Backes to authorize the proper city officials to execute the intergovernmental agreement for information technology services with the City of Oak Creek. Motion carried 6-0.
MOTION by Briesemeister/Backes to adopt the South Milwaukee Water Utility Service Area Plan as required by Wis. Stat. §281.348. Motion carried 6-0.
Water/WWTF Superintendent Ben Huffman gave an update on 2026 Lead Service Line replacement funding and annual service line notifications.
MOTION by Briesemeister/Backes to enter into closed session pursuant to Wis. Stats. 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified business, whenever competitive bargaining reasons require a closed session, specifically to discuss a potential agreement with Piggly Wiggly Midwest to open a grocery store business at 2901 S. Chicago Avenue located in Tax Increment District No. 3. Upon roll call, motion carried 6-0.
MOTION by Pieper/Bartoshevich to return to open session and take any necessary action on closed session items. Upon roll call, motion carried 6-0.
MOTION by Backes/Olechowski to adjourn the meeting at 8:04 p.m. Motion carried 6-0.
