PROCEEDINGS OF THE WOOD COUNTY BOARD OF SUPERVISORS
October 21, 2025 – 9:30 a.m.
The Wood County Board of Supervisors composed of nineteen members convened in the Wood County Boardroom at the Courthouse in Wisconsin Rapids, Wisconsin on Tuesday, October 21, 2025.
Chairman Pliml called the meeting to order at 9:30 a.m.
Supervisors present: Brehm, Breu, Buttke, Clendenning, Hahn, Hamilton, Hokamp, Hovendick, Leichtnam, Penzkover, Perlock, Polach, Pliml, Rozar, Schulz, Thao, Valenstein, Voight, and Zurfluh.
Supervisor Hahn gave the invocation led the Pledge of Allegiance.
Newly seated Branch 3 judge, Emily Nolan-Plutchak introduced herself to the board.
Motion by Clendenning/Brehm to approve the minutes of the previous meeting. Motion carried by voice vote.
Motion by Leichtnam/Zurfluh to approve the following appointments: Ethics Committee – 3-year term – Matt Susa, Supervisor Hahn; Veterans Service Commission – 3-year term – Michael Feirer; Civil Service Commission – 5-year term – Dave Laude; South Central Library Board of Trustees – 3-year term – William Clendenning. Motion carried unanimously.

RESOLUTION 25-10-1

INTENT & SYNOPSIS: To provide for unanticipated revenue from the Bureau of Traffic Safety, housed with the Wisconsin Department of Transportation's Division of State Patrol, to finance additional patrol for seat belt enforcement from November 1, 2025 through December 31, 2025.
FISCAL NOTE: The costs to be funded in the 2025 budget are in lines 101-2504-52140-000-115 (Traffic Police Overtime). The adjustment to the budget is as follows:

INTENT & SYNOPSIS: To request additional state funding to offset the federal funding cuts to counties for administration of the Supplemental Nutrition Assistance Program (SNAP) or Food Share in the State of Wisconsin.
FISCAL NOTE: No cost to Wood County.

RESOLUTION 25-10-7

INTENT & SYNOPSIS: To acquire land for addition to the Wood County Forest in exchange for land currently enrolled in the County Forest Program, and to seek Wisconsin Department of Natural Resources approval of the proposed addition and withdrawal of Wood County Forest Land.
FISCAL NOTE: In addition to the land exchange, Wood County will pay the trading partner $9,100.00 based on the appraised land value. Wood County will be responsible for paying associated closing and recording fees.
Motion by Leichtnam/Breu to adopt Resolution 25-10-7. Motion carried unanimously.

SPECIAL ORDER OF BUSINESS
ADRC-CW Annual Report
ADRC-CW Executive Director Mike Rhea presented the annual report of the organization and highlighted the cut in funding for the nutrition sites and meal programs. He reviewed mitigation options they pursued and how Wisconsin is the lowest in funding for this program versus any of the state surrounding us. Questions and answers followed.
Without objection, Chairman Pliml adjourned the meeting at 10:07 AM. Next scheduled county board meeting is November 12, 2025.
