PUBLIC NOTICE PROGRAM YEAR 2024 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIPS PROGRAM AND EMERGENCY SOLUTIONS GRANTS PROGRAM Collier County's PY 2024 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) is available for viewing and public comment from November 20, 2025, to December 5, 2025. The CAPER is comprised of statistical and financial statements and narratives describing activities carried out during the 2024 program year. During the program year, Collier County expended the following federal funds: approximately $2,468,329.16 in CDBG funds, $276,879.28 in HOME funds, and $229,317.76 in ESG funds. Other expenditures include: $477,894.97 in CDBG-CV funds and $1,102,891.06 in ESG Rapid Unsheltered Survivor Housing (RUSH) funds, with all expenditures benefiting very low to moderate income-persons in Collier County. PUBLIC COMMENT PERIOD: Copies of the draft CAPER will be available for review in all Collier County public libraries as well as the Collier County Community and Human Services Division, 3339 E. Tamiami Trail, Suite 213, Naples, FL 34112 and on our websites, www.collier.gov and www.colliercountyhousing.com, during the public comment period. The public is invited to review the draft CAPER and submit written comments to the Collier County Community and Human Services Division at the address above no later than 4:00 p.m. on December 5, 2025. The CAPER, including a summary of public comments received, will be sent to the U.S. Department of Housing and Urban Development prior to December 29, 2025. If any hearing/visually impaired, disabled, or non-English speaking persons require assistance to review the CAPER, please contact the Collier County Community and Human Services Division at (239) 252-1428.
