A CERCLA FIVE-YEAR REVIEW OF THE
FORMER NEWARK AIR FORCE BASE, HEATH, OHIO
The Department of the Air Force has finished a review of environmental remediation actions at the former Newark Air Force Base (AFB) in Heath, Ohio. This is the fourth five-year review (FYR) of environmental restoration projects at the former installation. The purpose of the FYR is to confirm that the selected remedies for environmental cleanup sites at the former Newark AFB are functioning as intended and continue to protect public health and the environment.
Environmental remediation actions at the installation are being addressed under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, 42 U.S.C. §§ 9601–9675). The FYR cycle is required by CERCLA when remedial actions leave hazardous substances, pollutants, or contaminants at a site that prevent unlimited use and unrestricted exposure. The review includes inspection of the site, review of land use controls and maintenance records, and evaluation of any new, relevant regulatory requirements that have been established since the cleanup decision was finalized.
Data reviewed to complete this FYR were collected from May 2019 to May 2024. Based on the results of this FYR for the former Newark AFB, the remedy for Landfill 2 (LF002) was found to be functioning as intended by the decision document and the remedy is protective of human health and the environment. Protectiveness for Site SS102 (Building 4 Dewatering Sumps) is deferred because a determination cannot be made until further information is obtained. The "deferred" designation is due to the 1999 consensus statement not addressing all potential exposure pathways. A better understanding of the conceptual site model is necessary to fully assess potential exposure routes in order to determine if land us restrictions are necessary.
This FYR recommends that a record of decision be prepared for Site SS102 to address all potential exposure pathways and evaluate the need for land use restrictions. The FYR was completed on September 10, 2025, and is provided for public access on the Air Force's Administrative Record database at:
