Overlay District Ordinance
PLEASE TAKE NOTICE that Ordinance 05-2026 was introduced at the meeting of the Mayor and Council of the Borough of Ramsey, held on the 11th day of February, 2026; and
In accordance with the Municipal Land Use Law (N.J.S.A.40:55D-15 and N.J.S.A.40:55D-62.1) and N.J.S.A. 40:49-2, notice is hereby given that the Mayor and Council of the Borough of Ramsey will hold a meeting at 7:00 p.m. on Wednesday, March 4, 2026, at 33 North Central Avenue, Ramsey, New Jersey, 07446, to conduct a public hearing to consider the adoption of:
Ordinance 05-2026 - An ordinance of the Borough of Ramsey amending and supplementing Chapter 34, "Zoning", of the Ramsey Borough Code to establish a new R-5F North Franklin Turnpike Multifamily Residential Overlay District.
The proposed ordinance amends the zoning for those parcels identified on municipal tax records as Block 4601 Lots 34, 35 & 41 through 43, Block 4603 Lots 1, 2, 3, 5, 6, 8, 9, 9.01, 10, 73 & 74, Block 4703 Lots 1.01, 1.02 & 15 through 18, and Block 4808 Lots 2 through 7 (generally located along North Franklin Turnpike, Arch Street, Poplar Street and Airmount Avenue) to a new R-5F North Franklin Turnpike Multifamily Residential Overlay District, which will permit inclusionary multifamily, townhouse and garden apartment development with a maximum permitted density of 13 dwelling units per acre and an affordable housing set-aside requirement of 20%. The ordinance creates an opportunity for the construction of low- and moderate-income housing in the Borough of Ramsey and thereby addresses the fair share housing obligation of the Borough of Ramsey under the New Jersey Fair Housing Act, while also retaining the property owners' option to develop in accordance with the underlying zone standards.
PLEASE TAKE FURTHER NOTICE that the Mayor and Council may take official action on the proposed ordinance at the public hearing. Copies of the proposed ordinance shall be on file with the Borough Clerk's office no less than ten (10) days prior to the public hearing. All such documents shall be available for inspection in the Borough Municipal Building, 33 North Central Avenue, Ramsey, New Jersey, 07446 between 8:30 a.m. to 4:30 p.m. Monday through Friday.
