FOR CONDITIONAL USE AND PRELIMINARY AND FINAL SITE PLAN APPROVAL

PLEASE TAKE NOTICE that on June 10, 2026, at 7:00 PM, the Planning Board of the Borough of Upper Saddle River will hold a public hearing on the application of Markazi Sunni Rizvi Jamian Masid, a New Jersey Non-Profit Corporation, for conditional use for a house of worship, and preliminary and final site plan approval, with variance and waivers, to utilize the site for a mosque. The public hearing will be held in the Borough Municipal Building, 376 West Saddle River Road, Upper Saddle River, New Jersey. The property that is the subject of the application is located within the Residential 1 (R-1) Zone District, with a street address of 305 West Saddle River Road, and is identified as Lot 1112 in Block 11 on the Borough of Upper Saddle River Tax Maps.
Applicant seeks conditional use for a house of worship and preliminary and final site plan approval, one variance and two waivers to repurpose the building currently located on the property (commonly known as the “Little White Church on the Hill”) as a mosque.
Applicant seeks variance relief from the Borough’s Zoning Ordinance §150-15(E)(1), which provides that the maximum impervious coverage allowed is 30% - Applicant proposes impervious coverage of 37.6%. Applicant also seeks waiver relief from the Borough’s Site Plan Ordinances as follows: (a) §126-36(B), which provides 10’x20’ parking stalls – Applicant is proposing 9’x18’ stalls; and (b) §126a, Ex. A, which provides 24 feet for the minimum drive aisle – Applicant is proposing a 22.7 foot drive aisle.
Applicant further requests such other variances, waivers, exceptions, and relief and/or approvals as may be necessary, based upon review by the Board and/or the Board's professionals of the application and plans, or those that may become necessary as a result of the testimony at the public hearing, in order to develop the property in the manner indicated in the application as submitted or with such changes as may be approved by the Board. If any additional relief is requested or required, in the opinion of the Board, the Applicant will present testimony and/or evidence in support thereof at the hearing.
Documents relating to this application may be inspected by the public in the office of the Clerk of the Planning Board, located in the Upper Saddle River Municipal Building, 376 West Saddle Road, Upper Saddle River, New Jersey, during normal business hours from 9:00 AM to 4:00 PM, on days that the municipal building is open for public business.
Any interested party may appear at the aforesaid hearing, either in person or by their attorney, and be given an opportunity to be heard with respect to the application.
Please take further notice that the Board may, in its discretion, adjourn, postpone, or continue the
said hearing, from time-to-time, without the need for additional notice, and you are notified that you
should make inquiry of the secretary of the Board concerning such adjournments, postponements or continuations.
