Please take notice that the City of Oshkosh enacted ordinance 25-531 AMEND SECTIONS 2-19, 2-20 AND CREATE CHAPTER 2 ARTICLE VII-1 OF THE CITY OF OSHKOSH MUNICIPAL CODE ALL PERTAINING TO CREATION AND ENFORCEMENT OF RULES ON CITY PROPERTIES (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH CREATING SECTIONS 2-19, 2-20 AND CREATING CHAPTER 2 ARTICLE VII-1 ALL PERTAINING TO CREATION AND ENFORCEMENT OF RULES ON CITY OWNED, LEASED OR RENTED PROPERTIES) on October 14, 2025. This ordinance specifies and clarifies the responsibility and authority of the city manager to create rules for city properties and to delegate that authority to department heads under their control. The rules must be for the protection and efficient use of City property, and may describe their control. The rules must be for the protection and efficient use of City property, and may describe persons authorized to use City property, identify properties or parts of properties that shall not be accessible to the public, the times and manner in which the property can be used, and methods of enforcing the rules to ensure that the public health, safety, and welfare is protected. The rules shall be consistent with the Common Council direction through this Municipal Code, as well as consistent with state and federal law. The ordinance also creates a new Article in Chapter 2 of the Municipal Code setting forth general rules for all owned, leased or rented city properties, excepting traditional public forums including rules governing behaviors that are potentially destructive of property such as improper disposal of trash destruction of property and theft; creating disturbances by unreasonable noise, disorderly conduct or impeding use of the property or facility by others; use of alcohol and drugs on city property; soliciting and vending without authorization; camping on city property, and trespassing on vacant city property. The ordinance would allow creation of additional rules that may be specific to certain properties or areas on properties. The penalty for violation of rules will be removal from the property and potential suspension from the property, with alternative options for those who may be removed or suspended to obtain those governmental services that they may need from the City. Please take notice that the City of Oshkosh enacted ordinance 25-532 AMEND SECTION 2-10(A) OF THE CITY OF OSHKOSH MUNICIPAL CODE TO REMOVE THE REQUIREMENT THAT THE ANNUAL COUNCIL ORGANIZATIONAL MEETING BE HELD AT 12:00 NOON (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 2-10(A) OF THE CITY OF OSHKOSH MUNICIPAL CODE PERTAINING TO THE ORGANIZATIONAL MEETING OF THE COUNCIL TO REMOVE THE REQUIREMENT THAT THE ANNUAL COUNCIL ORGANIZATIONAL MEETING BE HELD AT 12:00 NOON) on October 14, 2025. This ordinance removes the ordinance requirement that the organizational meeting of the Common Council held on the third Tuesday in April each year be held at 12:00 noon on that day. Please take notice that the City of Oshkosh enacted ordinance #25-533 on October 14, 2025 APPROVE OF SPEED LIMIT CHANGE ON WITZEL AVE (CTH E) – 30 MPH FROM OHIO STREET TO CITY LIMITS (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27-8(B)(2.1) and (3) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO SPEED LIMITS). The ordinance will amend the speed limit on Witzel Ave. from 35 mph to 30 mph from .2 of a mile west of Westbrook Drive westerly to the city limits so that the speed limit on Witzel Avenue will be 30 mph from Ohio Street westerly to the city limits. Please take notice that the City of Oshkosh enacted Ordinance #25-534 APPROVE AMENDMENT TO CHAPTER 2, SECTION 2-38 OF OSHKOSH MUNICIPAL CODES REGARDING COMPOSITION OF THE BUSINESS IMPROVEMENT DISTRICT BOARD on October 14, 2025. This ordinance changes the composition of the Business Improvement District from thirteen (13) members to seven (7) members.
