TUESDAY, JANUARY 20, 2026
A. Call to Order
Chairman Thomas Egan called the meeting of the Winnebago County Board of Supervisors to order at 6:00 P.M. from the Winnebago County Courthouse, 415 Jackson Street, Oshkosh, Wisconsin and virtually by TEAMS.
B. Roll Call
The following Supervisors were present: 34 – Dowling, Laux, Ulbricht, Lutz, Holt, Reinke,
Hancock-Cooke, Wise, Nussbaum, Stafford, Paterson, Gabert, Binder, Swan, Gilbertson, Mueller, Ponzer, Belville, Macho, Hinz, Zellmer, Pluchinsky, Buck, Powers, Hanson, Cox, Gustafson, Bureau, Farrey, Frassetto, Egan, O'Brien, Nelson and Miller; Excused: 2 – Halbur and Harrison.
C. Adopt Agenda
Motion by Supervisor Farrey, seconded by Supervisor Cox, to adopt the agenda for tonight's meeting. CARRIED BY VOICE VOTE.
All other business conducted by the Board at this meeting will be published following approval of these proceedings at the Board's February 24, 2026, meeting.
D. Consent Calendar
Consent Calendar Items are those items which are voted on by the Winnebago County Board of Supervisors in a single roll call vote. Committees recommend approval of all items. Any Winnebago County Board of Supervisor may request an Item be removed from the Consent Calendar for discussion. Questions relating to items on the Consent Calendar do not require the item be removed from the Consent Calendar.
1. Report 001 and Zoning Amendatory Ordinance 01/001/26: Benjamin E. Kossel; Town of Black Wolf; Rezone from A-2 (General Agriculture District) to R-1 (Rural Residential District) for tax parcel nos. 004-0538, 004-0545 & 004-0539. (Effective Date: January 22, 2026)
2. Zoning Amendatory Ordinance: 001/T001/26 - Kevin Skenandore, Town of Poygan, Rezone from R-1 (Rural Residential Distict) to A-2 (General Agriculture District) for tax parcel nos. 020-0468-01 & 020-0468-02. (Effective Date: January 22, 2026)
3. Zoning Amendatory Ordinance: 001/T002/26 - Precision Property Group LLC, Town of Vinland, Rezone from B-1 (General Commercial District) to B-3 (General Business District) for tax parcel no. 026-0639-04. (Effective Date: January 22, 2026)
4. Zoning Amendatory Ordinance: 001/T003/26 - Danny L. Buser Trust, Town of Winchester, Rezone from R-1 (Rural Residential District) to A-2 (General Agriculture) for tax parcel no. 028-0449-07 & 028-0449-05. (Effective Date: January 22, 2026)
Motion by Supervisor Cox, seconded by Supervisor Reinke to adopt the consent calendar.
VOTE ON CONSENT CALENDAR: CARRIED BY VOICE VOTE.
All other business conducted by the Board at this meeting will be published following approval of these proceedings at the Board's February 24, 2026, meeting.
E. Adjourn
Motion by Supervisor Farrey, seconded by Supervisor Holt, to adjourn until the February 24, 2026, Adjourned Session of the Winnebago County Board of Supervisors. CARRIED BY VOICE VOTE. The meeting was adjourned at 7:39 p.m.
