
NOTICE OF HEARING – CITY OF PEORIA
TWIN TOWERS PLACE SPECIAL SERVICE AREA
Notice is hereby given that at 6:00 PM on the 14th day of July, 2026, at the City Council chambers, Room 400, City Hall, 419 Fulton Street, Peoria Illinois, a public hearing will be held before the City Council of the City of Peoria to consider the creation of an area within the City of Peoria to be known and designated as the Twin Towers Place Special Service Area ("SSA") and the authorization of a levy of a special area service tax ("Services Tax") within the SSA. The Services Tax under consideration shall be authorized to be levied in tax year 2026 through 2046. The purpose of creating the SSA shall be to provide special services within the area which may include but are not limited to:
1. The completion of certain parking garage repairs to bring the property within the SSA into compliance with City Code;
2. The completion of repairs and upgrades to building systems, which include elevators, fire alarms, fire suppression, and related electrical systems within the SSA; and/or
3. The enhancement, maintenance, repair or replacement of surface-level access serving the property within the SSA, together with other life safety or capital projects related to the property, and any and all common area improvements within the SSA that have been or may hereafter be constructed upon or within its common areas, which shall hereinafter be referred to as the "Special Services".
All interested parties will be given an opportunity to be heard regarding the formation and boundaries of the proposed SSA, and may object to the formation of the SSA and the levy of taxes affecting the SSA. There will be considered at the public hearing a special tax to be levied against real property included within the SSA. The hearing may be adjourned by the City Council to another date without further notice other than a motion to be entered upon the minutes affixing the date and place of its adjournment.
The proposed amount of the tax levy for Special Services for the initial year shall not exceed one hundred seventy-five thousand dollars ($175,000.00). The special tax levied shall not exceed a rate of two dollars and seventy-five cents ($2.75) per $100.00 of assessed valuation, as equalized, of the real property included in the SSA. The initial proposed levy shall be an annual rate of two dollars and seventy-five cents ($2.75) per $100.00 of assessed valuation, as equalized, of the property within the SSA. The SSA taxes shall be levied for a maximum of twenty (20) years.
BOND AUTHORITY
The City may issue bonds backed by the full faith and credit of the City in order to fund the Special Services described above, to be retired by the levy of taxes against the taxable real property included in the SSA. The maximum amount of bonds to be issued shall not exceed Two Million, Five Hundred Thousand ($2,500,000.00) Dollars. The bonds shall be retired over a period not to exceed twenty (20) years. The rate of interest on the bonds shall not exceed seven (7%) percent.
If, within sixty (60) days after the final adjournment of the public hearing, a petition is filed with the City Clerk bearing the signatures of not less than fifty-one percent (51%) of the electors residing within the proposed SSA and a petition is likewise filed bearing the signatures of not less than fifty-one percent (51%) of the owners of record of the land included within the proposed SSA, and such petitions object to the establishment of the SSA, the levy or imposition of taxes therein, or the provision of Special Services thereto, then the proposed SSA shall not be established and no tax shall be levied or imposed therein.
